As used in this article, the following terms
shall have the meanings indicated:
All those tracts of land whose primary purpose is to provide
a temporary site for a travel trailer.
A vehicular portable structure built on a chassis and designed
to be used primarily for travel, recreation or vacation use; with
the manufacturer's permanent identification "travel trailer" thereon;
and when factory-equipped for the road, being of any length, provided
its gross weight does not exceed 4,500 pounds, or being of any weight,
provided its overall length does not exceed 28 feet.
A.
No person shall construct, maintain, operate or alter
any trailer camp within the limits of the City unless he holds a valid
operating permit issued annually by the Board in the name of such
person for the specific trailer camp. All permits shall expire March
15 following their issuance. Application for renewal of permits shall
be made prior to March 1 of each year for a further period of 12 months.
B.
If such site or place is to be constructed or altered
or changed in any way, plans for such construction or alteration shall
be approved by the Public Officer and the Superintendent of the Building
Inspections Department of the City.
C.
Operating permits held by one permit holder shall
not be transferable to another person.
D.
Applications for an operating permit shall be made
on forms provided by the Public Officer and shall contain such information
as the Board may require.
E.
No person shall use or occupy any trailer for living
on any lot in the City unless an operating permit therefor shall have
been first obtained.
F.
No person shall use or permit the use of a trailer
as a place for living and/or sleeping purposes while it is parked
or located on any street, alley, highway or other public place in
the City.
A.
The minimum allowable space for one trailer shall
be 800 square feet plainly marked by corner markers. A clear space
of at least five feet shall be maintained between any trailer or building
on the premises.
B.
Every campground shall be located on a well-drained
area and shall be properly graded so as to prevent accumulation of
storm or casual water.
C.
An adequate supply of pure water for domestic purposes,
meeting the requirements of this chapter, shall be provided. The water
supply shall be obtained from faucets only located in the campground,
and no trailer shall be located more than 100 feet from a faucet.
D.
Every campground shall be equipped with at least one
slop sink with running hot and cold water for every eight spaces or
fractional part thereof, laid out or used for trailers. No trailer
shall be located more than 100 feet from a slop sink.
E.
Toilets.
(1)
Every campground shall be equipped with one water
closet for women for every eight spaces or fractional part thereof
laid out or used for trailers and one water closet and one urinal
for men for each 16 such spaces or fractional part thereof.
(2)
The toilets for each sex shall be in separate rooms,
and each shall be conspicuously and appropriately marked for men or
for women. No trailer shall be located more than 100 feet from required
toilets.
(3)
All exterior openings shall be screened with a wire
mesh having not less than 16 wires to the inch.
F.
Each campground shall be equipped with at least one
shower for each sex for every eight spaces or fractional part thereof
laid out or used for trailers. Showers for each sex shall be in separate
rooms and shall be conspicuously and appropriately marked for men
and for women and shall be provided with a dressing compartment for
each shower at least three feet by four feet. Showers shall be not
less than three feet square.
G.
All plumbing in trailer camps shall comply with the requirements of the Plumbing Code, Chapter 422, Plumbers, of the Code of the City of Easton.
H.
Every campground shall be equipped with at least one
watertight garbage or refuse receptacle of 20 to 30 gallons' capacity
provided with a tight-fitting cover. One such receptacle shall be
provided for every 10 spaces or fractional part thereof laid out or
used for trailers.
I.
Additional receptacles shall be provided from time
to time when in the judgment of the Public Officer there is need therefor.
J.
All receptacles shall be maintained in a clean and
sanitary condition.
Trailer camps shall be served by the City sanitary system or by a private sewerage system meeting the requirements of § 444-97 of this chapter. Each trailer-coach space shall be provided with a satisfactory sewer connection. All sewage disposal apparatus, including appurtenances thereto, shall be provided, maintained and operated so as not to create a nuisance or health hazard.
All water closets, urinals, showers and toilet
rooms shall be provided with adequate lighting equipment, which shall
be capable of providing two footcandles of illumination within any
compartment, cubicle or open space in any room at a horizontal plane
three feet above the floor. All such rooms shall be lighted continuously
during the hours of darkness.
