As used in this article, the following terms
shall have the meanings indicated:
All facilities or establishments operated or maintained for
the purpose of providing care, treatment or custody of two or more
persons not related to the proprietor or his agent, and includes,
but is not limited to such facilities and establishments as convalescent
homes, homes for the aged, county institutions, maternity homes, facilities
providing care for dependent, neglected or delinquent children, detention
homes, day-care centers for children, hospitals, schools for emotionally
disturbed and retarded children and boardinghomes for infants and
children.

All institutions shall be subject to the provisions
of Title 25, Pennsylvania Code, Chapter 173, as amended, except where
regulations in this chapter are more restrictive.
B.Â
All infirmary units, nursing homes and intermediate
care facilities shall also be subject to the provisions of the Regulations
of the Commonwealth Department of Public Health, as delineated in
the following sections:

All hospitals in the City shall comply with the provisions
of the Hospital Regulations of the Commonwealth Department of Public
Health, effective April 1, 1966, as amended.
D.Â
All family day-care homes for children and child day-care
centers shall also comply with the licensing regulations of the Commonwealth
Department of Public Health, Office of Family Services.
E.Â
Foster-care facilities for children and the elderly
shall comply with the regulations of the Commonwealth Department of
Public Health, Office of Family Services.
