As used in this article, the following terms shall have the meanings indicated:
INSTITUTION
All facilities or establishments operated or maintained for the purpose of providing care, treatment or custody of two or more persons not related to the proprietor or his agent, and includes, but is not limited to such facilities and establishments as convalescent homes, homes for the aged, county institutions, maternity homes, facilities providing care for dependent, neglected or delinquent children, detention homes, day-care centers for children, hospitals, schools for emotionally disturbed and retarded children and boardinghomes for infants and children.
A. 
All institutions shall be subject to the provisions of Title 25, Pennsylvania Code, Chapter 173, as amended, except where regulations in this chapter are more restrictive.
B. 
All infirmary units, nursing homes and intermediate care facilities shall also be subject to the provisions of the Regulations of the Commonwealth Department of Public Health, as delineated in the following sections:
(1) 
Infirmary Units and Nursing Homes or Nonprofit Homes, effective December 1, 1967, as amended.
(2) 
Intermediate Care Facilities (Personal Care Home for Adults), effective May 1, 1970, as amended.
(3) 
Nursing Homes Operated for Profit, effective December 1, 1967, as amended.
C. 
All hospitals in the City shall comply with the provisions of the Hospital Regulations of the Commonwealth Department of Public Health, effective April 1, 1966, as amended.
D. 
All family day-care homes for children and child day-care centers shall also comply with the licensing regulations of the Commonwealth Department of Public Health, Office of Family Services.
E. 
Foster-care facilities for children and the elderly shall comply with the regulations of the Commonwealth Department of Public Health, Office of Family Services.
