Legislative intent.
The purpose of the Institutional-2 District is to accommodate the institutional needs of Northampton County, including an area of transition between County property and the surrounding neighborhoods.
The maximum impervious surface ratio for the district is 50%.
The build-to line for the district shall vary to blend with those of the adjacent neighborhoods.
Both new construction and redevelopment in the district shall comply with Article XXXV, Context Sensitive Design Standards, particularly standards for blocks, building size and types, and street trees and landscaping.
Uses permitted by right in the Institutional-2 District are as follows:
A1 Single-family detached dwelling.
A2 Single-family semidetached dwelling.
A3 Single-family attached dwelling.
A7 Multifamily dwelling (B Blocks only).
A8 Residential lowrise (B Blocks only).
A12 Mixed residential/business.
B1 Cultural activities and exhibitions.
B3 Parks.
B4 Private social clubs.
C3 General merchandise.
C4 Food establishments.
C5 Eating and drinking places.[1]

The Table of Dimensional Criteria for the Institutional-2 (INS-2) District is located at the end of this chapter.
Shall not exceed 15 feet in height.
Shall not be located in any required front yard.
Shall be 10 feet from any property line.
Shall be located at least six feet from other structures.
Principal buildings shall have a minimum building height of 30 feet.
In addition to other design standards of this article pertaining to lot area and width, build-to lines, side yards, building height, and impervious surface, the following shall apply:
The context sensitive design standards of Article XXXV.
Landscaping and buffering shall be in accordance with Article XXX.
Mixed residential/business.
No nonresidential use shall be located on a floor above any residential use in the same building.
Residential lowrise.
Maximum dwelling units per acre: 16, with a minimum dwelling unit size of 450 square feet.

When multiple buildings are proposed on the same lot, no part of any building shall be nearer than 20 feet to any other building or groups of attached buildings, and no portion of the front or rear of any buildings or groups of attached buildings shall be nearer than 50 feet to the front and rear of another building or groups of attached buildings.
Parking requirements.
Required parking areas shall constitute no more than 50% of the maximum impervious surface and shall be screened from adjoining land uses.
Off-street parking is required for all uses in the INS-2 District in accordance with § 595-179. Where two or more uses are located in the same structure, parking spaces shall be provided for each use, and all such required parking spaces shall be cumulative.
The requirements of § 595-251, Special exceptions, shall be met.
The supplemental standards of Article XXXI shall be met.
Communications facilities, including communications towers and communications antennas mounted on an existing public utility transmission tower, building or other structure and existing communications towers and communications equipment buildings, shall meet the requirements of Part 6, Communications Facility Regulations.
