Matamoras Borough shall participate in the Pike
County Council of Governments pursuant to the purposes and provisions
of this article, membership therein to become effective upon the adoption
by said Matamoras Borough of a resolution ratifying the bylaws adopted
by the Pike County Council of Governments.
Matamoras Borough shall continue to participate
in the Pike County Council of Governments until this article is duly
repealed.
A.
Matamoras Borough shall participate with the Pike
County Council of Governments for the purposes set forth in the above-prescribed
preamble.[1]

"WHEREAS, local municipalities in the County
of Pike and the County of Pike have determined to create an intergovernmental
organization to be known as the 'Pike County Council of Governments';
"WHEREAS, the purpose of the Pike County Council
of Governments is to provide a mechanism for intermunicipal cooperation
for identifying, discussing and solving countywide problems and for
the development of cooperative approaches for the provision of municipal
services; and
"WHEREAS, the Pennsylvania Intergovernmental
Cooperation Law (Act of July 12, 1972, P.L. 762, No. 180) authorizes
municipal governments to so cooperate via joint agreements; and Section
7 of said Act requires that municipalities entering into intergovernmental
cooperation adopt an ordinance to effect and agree to such cooperation";

Any arrangements for the provision of municipal services
on a joint municipal basis shall require the execution of agreements
for such arrangements separate and apart from this article.
A.
The Pike County Council of Governments shall be governed
by a Council comprised of members to be appointed as follows: one
member shall be appointed by each local, municipal governing body
in Pike County desiring to join. Each such appointee shall be a duly
elected member of the appointing governing body and shall serve at
the pleasure of the appointing governing body.
B.
The Council shall adopt bylaws for the Pike County
Council of Governments to further provide for the organization and
operation of the Council of Governments and submit such bylaws to
each member municipality for ratification by resolution as herein
provided.
The Pike County Council of Governments shall be financed in a manner to be developed and adopted by the Council, and the Council of Governments shall be empowered to receive and expend funds, enter into contracts, hire employees and take other actions necessary to fulfill the purposes of the Council of Government set forth in § 12-3 of this article.
All property, real or personal, shall be acquired,
managed and disposed in a manner consistent with the policy adopted
by the Council.
