Pursuant to the provisions of the Act of July 31, 1968, No. 247, 53 P.S. § 10101 et seq., and in order to carry out the said provisions, there is here created in the Borough of Matamoras a Planning Commission, which shall be hereafter called the "Planning Commission of the Borough of Matamoras, Pennsylvania."
The Planning Commission shall have all the powers and duties conferred upon it by the Act of July 31, 1968, No. 247, and any amendments thereto.

The Planning Commission shall consist of seven (7) members, who shall be appointed by Borough Council and serve without compensation, except that they shall be reimbursed for expenses incurred in carrying out their Commission duties.

The term of each member of the Planning Commission shall be four (4) years, except that the terms of the two (2) newly appointed expansion members shall initially run concurrently with the terms of the existing members, one (1) of which shall expire on the same date as the term of the current most senior member of the Commission and the other on the same date as the term of the current second most senior member of the Commission. Members may succeed themselves.
In case a vacancy is created by resignation, disability, death, removal of residence from the borough or in any other way, said vacancy shall be filled by the Borough Council for the unexpired portion of the term of the member being replaced.
All members of the Planning Commission shall be residents of the Borough of Matamoras, Pennsylvania.
The Planning Commission shall keep a full record of its business and shall annually make a written report of its activities to the governing body by March 1 of each year.
The Planning Commission shall prepare and maintain a comprehensive plan for the development of the Borough of Matamoras.
The Planning Commission shall perform all the duties set forth in the above Act of Assembly, including, but not limited to, the preparation of the text and map or maps of any and all zoning ordinances.
The Planning Commission shall comply with all the obligations and duties imposed by the above Act of Assembly.
All matters saved by the Act of July 31, 1968, No. 247, are herewith adopted.
This chapter is enacted by the Council of the Borough of Matamoras, County of Pike and Commonwealth of Pennsylvania, to carry out the purposes of the Act of July 31, 1968, No. 247.
