The Legislature of Rockland County hereby creates a Department of Insurance, to be headed by an Director of Insurance and Risk Management, which Department shall be effective January 1, 1985, and which shall have the power and duties set forth above.[1]

Editor's Note: A portion of the preamble to the resolution set forth the powers and duties and read as follows:
"WHEREAS, it has been proposed that the aforesaid Department of Insurance shall have the following powers and duties:
All matters relating to insurance as it affects the County of Rockland, of any kind and any nature, including but not limited to worker's compensation, liability, health benefits, fire, personal property and any related and allied matters.
"Now, therefore, be it.."
This matter shall be referred to the Budget Review Committee and the Rockland County Personnel Officer[1] in order to classify the positions required in said Department and to create the positions, terms of employment, salaries and other personnel matters necessary to properly staff a Department of Insurance.
