There shall be an office of Purchasing Agent in the County of Rockland.
The office of Purchasing Agent, classified in the competitive class of the
civil service, shall be for an indeterminate term, subject to the provisions
of the Civil Service Law. Appointment to the office of Purchasing Agent shall
be made by the Legislature of the County of Rockland. There shall be such
other positions of employment in the office of the Purchasing Agent as may
be established by the Legislature of the County of Rockland.
A.
The Purchasing Agent shall, in accordance with the requirements
for advertising and competitive bidding, make all purchases and contracts
for materials, supplies and equipment and contract for the rental and servicing
of equipment for the County, and for any County department, institution, office
or agency, except as otherwise provided by a general law.
B.
He shall prescribe the form of requisitions and of receipts
for materials, supplies and equipment delivered without requisition. No claim
shall be audited and paid without the requisition or delivery receipt being
attached thereto. He shall be the custodian of all vouchers, requisitions,
receipts and other papers pertaining thereto which shall be open to public
inspection.
C.
He shall, at least annually, at the end of each fiscal
year and upon such other dates to be fixed by the Board of Supervisors[1] furnish to it verified statements of all purchases, together with
the quantity and price, and shall furnish such additional statements as the
Board may direct.

D.
He shall perform such additional and related duties as
may be prescribed by law or directed by the Board of Supervisors.
The Purchasing Agent may, upon request, act as Purchasing Agent for
any Town, Village or school district, pursuant to such rules and regulations
as may be established by resolution of the Board of Supervisors.
The Purchasing Agent may sell or lease any surplus, obsolete or unused
supplies, materials or equipment or apply the same against the purchase price
of supplies, materials and equipment as a trade-in, pursuant to such rules
and regulations as may be established by resolution of the Board of Supervisors,
except as otherwise provided by a general law.
