A. 
All persons desiring to place a storage container and/or a container trailer for storage ("container") within the Township shall be required to obtain a permit for each such container.
B. 
All persons shall complete an application and pay the requisite fee. The application shall indicate the address where the container will be placed and a description of the location on the property where the container will be placed. Application for a container placed in a nonresidential zone shall be accompanied with a survey or site plan depicting the location of the container.

C. 
All permit applications shall be submitted to the Building Department and all permits are subject to its approval.
D. 
There shall be a fee of $25 for each container in a residential zone within the Township. There shall be a fee of $250 for each container for storage or storage trailer in nonresidential zones within the Township.

The following conditions shall apply to the placement of containers subject to this article:

Former Subsection A, regarding designation of placement locations by the Police Department, was repealed 10-7-2019 by Ord. No. 19-848.
B. 
No part of any container shall cover a sidewalk, road or right-of-way.
C. 
No part of any container shall be placed on public property.
D. 
The placement of all containers shall not hamper or impede access to the site for any emergency vehicle(s). The placement shall not hamper the operation of any fire protection device(s).

E. 
All containers shall be placed a minimum of eight feet off the property line.
F. 
No container shall be more than 10 feet wide and 20 feet long.
G. 
All areas surrounding any container shall be maintained in a neat and clean condition.
H. 
Containers shall be subject to periodic inspections. Any container containing hazardous and/or flammable material shall be maintained in conjunction with the New Jersey Uniform Fire Code and NFPA.

All containers subject to this article shall be removed within 90 days of the issuance of the permit. A thirty-day extension may be obtained from the Building Department by submitting a written request and for good cause shown.
Containers shall only be used for the storage of nonperishable household items, such as furniture and clothing. The following items are expressly prohibited from the containers subject to this article:
A. 
Food;
B. 
Building or construction materials;
C. 
Garbage; and
D. 
Any other item or material subject to decay.
Any violation of this article shall be punishable by a fine of up to $2,000 or by imprisonment for a term not to exceed 90 days, or both. Each day that the violation exists shall constitute a separate violation. If necessary, the Township may remove a container and impound it at the permit holder's expense.
The enforcement of this article shall be the responsibility of the office of Construction Code Enforcement, the Engineering Department, the Fire Prevention Bureau and/or the Police Department.
