A.
Any person, firm or corporation about to engage in
the sale of gasoline, naphtha, benzine or other explosive petroleum
products in the City in which it is desired to erect tanks for the
storage of such product shall, before engaging in said business and
before locating said tanks to be used in the storage of such products,
make written application to the City Council for a permit to engage
in this business and to erect the tanks.
B.
Upon the filing of the application, the City Council
shall fix upon a time for a hearing thereon and shall give notice
thereof to all persons interested by posting copies of the notice
attested by the City Clerk seven days, at least, before the day of
the hearing; one at the City building, one at the post office and
one at the fire station, being three public places in the City of
Saco that any person may appear and object thereto if he shall have
cause; and after hearing the applicant and all persons objecting thereto,
the City Council shall determine whether or not the permit shall be
granted and, if granted, shall attach thereto such conditions and
regulations as in the judgment of the City Council shall be deemed
proper.
Any person, firm or corporation who or which
engages in this business or in the erection of such tanks without
first obtaining the permit herein provided for or, upon the granting
of the permit, engages in the business in any other manner than as
provided by the conditions and regulations attached thereto shall
be punished by a fine of not less than $20 nor more than $100 for
each day so engaged in business.
