There shall be a Department of Finance, the head of which shall be the Tax Collector-Treasurer, who shall be the Town Manager.

Corporate surety bonds in the amount prescribed by state law shall be furnished to the Town by employees but in no case less than the following minimum requirements:
A. 
Town Tax Collector-Treasurer: $50,000.
B. 
All other Town employees: $10,000.
A. 
The Tax Collector-Treasurer, who shall be the Town Manager, shall be responsible for financial planning, budgeting, reporting and control. He shall also supervise the lease, rental or use and the maintenance of all Town property not used by other departments of the Town and act as purchasing agent.
B. 
The Town Manager shall render a quarterly financial report to the Town Council.

The Tax Collector-Treasurer shall audit and file in his office all policies of insurance placed on Town property.
The Board of Assessment Review shall be as provided in the Town Charter, Article V, Section 2.

Duties of the Board shall be those as specified in the Town Charter, Article V, Section 3.[1]
