There shall be a Planning Board consisting of five members and two associate members appointed by the Town Council. The term of office for a member and an associate member is three years, staggered terms having been established initially, and, in the event of a permanent vacancy, the Town Council shall appoint a person to serve the unexpired term. A member of the Town Council may not be a member or associate member of the Planning Board. Associate members may attend all meetings and participate in proceedings of the Planning Board, but may vote only when designated by the Chairman to act for a member who is unable to act because of interest, physical incapacity, absence from the state or any other reason satisfactory to the Chairman.

The Planning Board shall be responsible for constant supervision of the zoning, subdivision and land use ordinances and for recommending to the Town Council changes in each. Periodically, the Planning Board shall also recommend items to be included in the capital improvements budget. The Planning Board is authorized to adopt bylaws, consistent with state law, the Town Charter of the Town of South Berwick and the ordinances of the Town of South Berwick, to govern its practice and procedure.

There shall be a Zoning Board of Appeals as authorized by Article II, Section 3, Subsection IV, of the South Berwick Council-Manager Charter.

A. 
Purpose. The purpose of this policy is to set the training expectations for the South Berwick Planning Board and Zoning Board of Appeals members so they can become familiar with their job duties and responsibilities.
B. 
Policy. Planning Board and Zoning Board of Appeals members will receive orientation by the Town Manager annually. Training will be done in the form of informal training from the Town Manager and formal training from Maine Municipal Association.
C. 
Section A - informal training. Training from the Code will include:

Section C - training requirements. Failure of any member to comply with this training policy within one year of appointment could result in removal from the Board.
