Except as provided in §§ 98-12, 98-13, 98-14 and Article IV, all parks and playgrounds, as defined herein, shall be open to the public every day of the year from one-half hour before sunrise to one-half hour after sunset. The Director of Public Works shall cause notices of the opening and closing hours to be posted in each individual park and playground for public information purposes.
Except with written permission of the Director of Public Works, no person
shall enter, pass through, or remain in any park or playground, or the closed
areas of such park or playground, except during the hours and time which such
park or playground, or portion thereof, is open to the public as provided
in this article.
Any section or part of any park or playground may be declared closed
by the Director of Public Works at any time for maintenance, repair, or safety
requirements.
The Town Council may direct any park or playground closed for an extended
time period for safety and protection of resources due to seasonal changes
and limitations.
The Town Council shall have the authority to assess user fees.
