Bingo and beano licenses granted under the provisions
of R.I.G.L. § 11-19-30 et seq., shall be issued only upon
the following conditions:
A.
Application required. Applications for licenses by
any organization which shall be entitled to such licenses by virtue
of R.I.G.L. § 11-19-30 et seq., shall be signed by a duly
qualified officer of such organization; shall be upon forms provided
by the Town Clerk, with whom the applicant shall deposit the fee required
by this article.
B.
Application contents. The application shall state
the name of the organization, the names and residence addresses of
the principal officers and persons conducting such game, and the exact
date and place where the bingo or beano game is to be carried on.
The Town Clerk shall issue the bingo and beano
license when the license shall have been granted by the Town Council,
and if the application is not granted, the fee deposited with the
application shall be returned by the Town Clerk to the applicant.
The bingo and beano license must be on the premises
where the game is carried on and shall be displayed in full view while
the bingo or beano game is going on.
No bingo and beano license granted under the
provisions of this article shall confer any authority whatsoever upon
any person or organization other than the one named to act thereunder,
and such license shall be nontransferable.
No bingo or beano game shall be carried on or
conducted between the hours of 12:00 midnight and 6:00 a.m.
No person under the age of 18 years shall be
permitted to participate in a bingo or beano game licensed under this
article.
A bingo or beano game licensed under this article
shall be conducted only on the premises where the sponsoring organization
conducts its regular meetings.
Each organization shall, within five days after
the holding of a bingo or beano game regulated by this article, render
to the Town Council a full and complete report of its gross receipts
and expenditures resulting from the holding of such game and showing
the net proceeds resulting therefrom for use by such organization.
Such organization shall maintain financial records of the conduct
of such games, which records shall be open for inspection and audit
at reasonable times by the Town Council.
This article shall be enforced by the Chief
of Police of the Town.
