No person shall keep a billiard table, bagatelle
table, pool table, scippio table, or any table of similar character
in any shop, saloon or place of business in the Town, or own or keep
any such table for public use or profit in the Town, without first
having obtained a license therefor from the Town Council.
The fee for a pool and billiard license required by this article shall be as provided in Chapter 93, Fees.
The pool and billiard license required by this
article shall be issued as of January 1 of each year and shall terminate
on December 31 next following.
The premises licensed under this article shall
be open at all times to the inspection of the Town Council, Chief
of Police and all members of the Police Department, and no shades,
shutters, blinds or other obstructions shall be permitted or allowed
at the windows on the premises where such billiard tables, pool tables
or other tables of similar character are kept that shall prevent a
clear view of the interior of the premises.
No person, as owner or keeper of billiard tables,
pool tables or tables of similar character, shall be permitted to
keep open for public use the premises where such billiard tables or
pool tables shall be located from the hours of 7:00 a.m. to 12:00
midnight, Monday through Saturday, and between the hours of 12:00
noon and 10:00 p.m. on Sundays.
No game for money or other valuable consideration
shall be allowed on any billiard table, bagatelle table, pool table
or table of similar character for which a pool and billiard license
is issued.
The keeping of intoxicating liquors upon such
premises, the playing of policy, lottery, distribution of lottery
tickets, or the sale of cocaine or other drugs upon the licensed premises
shall be considered sufficient cause for revocation of the pool and
billiard license.
