It is the intent of the Town to establish a finance board to advise the Town Council and the Town Manager on finance matters for which assistance is requested.
There shall be a Finance Advisory Board consisting of five members to be appointed by the Town Council. Appointments shall be for three-year terms. At the time of readoption of this section, one member shall be appointed for a term of three years and two members shall be appointed for a term of two years; all terms to expire March 31 of the appropriate year. Said Board members shall continue to hold their respective offices until their successors are qualified. Members of said Finance Advisory Board shall serve without pay. The Town Manager shall be an ex officio nonvoting member of the Board.
The duties of the Finance Board shall be limited to advising the Town Council and/or Town Manager on issues for which an opinion has been requested, such as:
A. 
Issues involving Town audits and insurance.
B. 
Budgetary policy representing the public interest in keeping the Town fiscally sound.
C. 
Make any inquiry which it may consider necessary concerning any request forwarded to it and recommend with respect thereto.
