In conformance with the power and authority vested in the Town Council by the provisions of the Charter for the Town and the laws of the state made and provided, a department to be known as the "Department of Planning" is hereby created.
Under the power and authority vested in the Town Council by the Charter, the office of Town Planner is hereby established.
The Town Planner shall possess education, experience and interest in municipal community planning.
The Town Planner shall be appointed by the Town Manager with the approval of the Town Council. The Town Planner shall be responsible to and under the direction of the Town Manager and shall hold the title of Director of Planning.
The salary of the Town Planner shall be as prescribed by the Town Council and shall be in full compensation for all services rendered by him as Town Planner.
The Town Planner shall plan and direct the Town's Planning Department according to community planning practices, capital budgeting principles and general policy directives and shall administer the Town's planning functions according to planning laws and zoning and subdivision regulations.
