The Town Council shall grant the authority necessary
to administer this article pursuant to the provisions of the Rhode
Island General Laws § 23-18.9-1.
A.
The purpose of this article is to mandate the source
separation and collection of leaf and yard waste for the purpose of
composting in accordance with the Town's commitment to resource recovery.
B.
This article shall regulate the preparation of yard
waste in a manner consistent with the compost process.
C.
This article shall restrict the type of yard waste
material collected for composting in order to encourage process efficiency.
D.
It is the intent of this article to encourage backyard
composting of leaves and yard waste in a bin or pile, and the self-composting
of grass clippings by leaving them on the lawn after mowing.
Words and phrases used in this article shall
have their plain and ordinary meaning unless otherwise defined.
The composting of leaf and yard waste materials on the property
of a resident in a bin or pile constructed for this purpose or, in
the case of grass clippings, by leaving the material on the lawn after
mowing.
A cellulose net sheeting, 100% biodegradable, used to contain
yard waste for the purpose of curbside collection, with a filled capacity
not to exceed the greater of 50 pounds in weight or 20 cubic feet
in size.
The humus-like material generated as the final product of
the composting process.
Refers to the process of accelerated biodegradation and stabilization
of organic material under controlled conditions.
The area designated for the disposal of leaf and yard waste
by residents.
The autumn leaf season beginning the first full week in November
and ending the second full week in December.
Seasonal depositions by deciduous and coniferous trees and
shrubs.
Refers to the composting program specifying mandatory separation
of certain leaf and yard waste materials from household waste by the
residents of the Town and the curbside collection or voluntary dropoff
of this separated leaf and yard waste material.
A paper sack of 30 gallons in capacity, with standard dimensions
of 16 inches by 12 inches by 35 inches, as per the specifications
set by the Town.
Any person whose principal place of residence is within the
corporate limits of the Town who generates solid waste at his or her
place of residence.
Grass clippings, weeds, hedge clippings, and garden waste.
This article shall be applicable to the municipal
collection of leaf and yard waste material during the designated leaf
collection season from any residence within the Town that qualifies
for curbside solid waste collection and the dropoff of the same material
by residents at the designated location.

During the designated leaf collection season, residents
shall separate the leaf and yard waste materials and place at curbside
for collection on days advertised in the local newspapers.
B.
During the period off season, when curbside collection
is not offered, residents shall dispose of separated material at the
designated dropoff location or in a backyard compost pile.
A.
Acceptable leaf and yard waste receptacles shall include
paper leaf bags and biosheets, as defined by this article.
B.
Plastic bags are prohibited. Leaf and yard waste contained
in plastic bags shall be refused by the hauler.
C.
Residents utilizing the designated dropoff location
shall dispose of leaves and yard waste in paper leaf bags or de-bag
the materials on site.
Municipal leaf and yard waste collection shall
run for four weeks beginning with the first week in November. Each
residence shall be scheduled two collection days during this period.
The Town shall advertise specific dates in the local newspaper.
When a resident fails to comply with the requirements
of this article, collection shall be refused. Materials shall be removed
from the curbside and prepared in compliance with this article for
the following scheduled collection day.
