A. 
In accord with the General Laws of the State of Rhode Island and Title II of the Anti-Recession Provisions of the Local Public Works Act of 1976,[1] the Town Council shall appropriate and obligate all funds received from the federal government.

B. 
The Federal Funds Coordinator or other Mayoral designee charged with the duties of obtaining federal funds (hereinafter “Coordinator”) shall provide the Town Council with written notice of all applications for federal funds before said application is mailed to the federal government.
C. 
The Coordinator shall immediately provide the Town Council with written verification of federal funds approval and/or receipt by the Town.
D. 
The Coordinator shall establish a separate account for the handling of all federal funds and said funds shall never be commingled with general fund monies.
E. 
The Town Council by majority action shall appropriate, obligate, and authorize the dispersion of all federal funds and direct the Coordinator to release said funds per Town Council decision and directive.
