There shall be exempted from the classified
service of the Town:
A.Â
Officers elected by the people.
B.Â
Heads of departments and agencies appointed by the
Mayor or the Town Council.
C.Â
Employees of the School Department for whom state
certification is required.
D.Â
Persons engaged by contract to perform special services
for the Town where such contracts are certified by the Personnel Board
to be for employment which should not be performed by persons in the
classified service.
E.Â
Persons temporarily appointed or designated to make
or conduct a special inquiry, investigation or examination, or to
perform a special service where such appointment or designation is
certified by the Personnel Board to be for employment which because
of its expert nature or character could not or should not be performed
by persons in the classified service.
F.Â
Such temporary unskilled workers paid on an hourly
basis as the Personnel Board may determine.
G.Â
Persons who, in times of public emergency, may be
appointed special employees.
A.Â
Salary ranges shall be established according to contract
in force.
B.Â
Police Department. Salary schedules for members of
the Police Department are not provided for herein, salaries being
the subject of contract as negotiated between the Town and the representatives
of the Police Department employees.
A.Â
The initial classification plan established by contract
may be revised from time to time as required by changing conditions
of employment, Town finances and classification, only upon recommendations
of the Personnel Board to the Town Council for adoption by ordinance
in accordance with provisions of the Town Charter. Such revisions
may consist of the addition, abolishment, consolidation, division
or amendment of existing classes.

The position compensation schedule as established
by contract shall constitute the position pay plan for a classified
personnel employed by the Town.
C.Â
Any change or modification made to the position pay
plan schedule as established by contract shall be submitted by the
Personnel Board to the Town Council for adoption by ordinance. The
Town Council, after public hearing, shall adopt or reject the changes
or modifications and, upon rejection, shall return same for reconsideration
and further recommendation to the Personnel Board.

The Personnel Board shall allocate each job class
to one of the pay ranges and pay-range steps provided for in the position
pay plan schedule as established by contract.
The classified service shall also include all
other positions which may be recommended to the Town Council for adoption
by ordinance for inclusion in the classified service by the Personnel
Board, in accordance with the provisions of the Town Charter.
All original appointments and promotional appointments
to the classified service shall be for a probationary period of six
months, during which time the appointing authority shall report to
the Personnel Board every 60 days concerning the work of the employee.
Any employee may be dismissed by the appointing authority during the
probationary period for reasons relating to the employee's qualifications
or for the good of the service stated by the appointing authority
in writing and filed with the Personnel Board. In addition, all original
appointments and promotions within the Police Department shall be
in accordance with the probational provisions of Article XI of the
Town Charter.
An employee shall be retained beyond the end
of the probationary period and granted permanent status only if the
appointing authority affirms in writing to the Personnel Board that
the services of the employee have been found to be satisfactory and
recommends that the employee be given permanent status.
