The members of the Town Personnel Board shall be persons of good repute in their respective businesses, professions or trades and who are known to be in sympathy with the merit principle as applied to public employment. They shall also not belong to any national, state or local committee of a political party, or be an officer in any partisan political club or organization. With all these qualifications and regulations set forth in Sec. 16-1 of the Charter only persons whose first thought is to serve the Town as best that they are able and having civic pride in their community, in the best interest of all concerned, shall be appointed to this Board.
Pursuant to Sec. 16-2 of the Town Charter, the Personnel Board of the Town shall receive no compensation during their term of office as specified in the Charter of the Town.
The personnel classification program established by this chapter shall be administered by a Personnel Board appointed by the Mayor, in accordance with the provisions of Article 16 of the Town Charter.
A. 
The terms, qualifications and duties of the members of the Personnel Board shall be as provided in Article 16 of the Town Charter.
B. 
The Personnel Board shall administer all provisions of this chapter, and all rules and regulations adopted pursuant to the provisions of this chapter and the Town Charter and shall, in addition, prepare and recommend revisions and amendments to the personnel rules.
C. 
The Personnel Board may enter into arrangements with any governmental agency, quasi-governmental agency, or educational institution for determining qualifications of employees and applicants for employment in the classified service, and for aid in the preparation of the personnel regulations.
D. 
Compensation to members of the Personnel Board shall be determined by the Town Council by ordinance.
E. 
The Town shall provide funds for all reasonable and necessary expenses of the Personnel Board.
In addition to the duties set forth elsewhere in this chapter, or in the Town Charter, the Board shall:
A. 
Advise the Mayor and the Town Council on matters of personnel policy and problems of personnel administration, including the development of personnel rules, a job classification plan and a uniform pay plan.
B. 
Represent the public interest in the improvement of personnel administration in the Town service.
C. 
Make any inquiry which it may consider desirable concerning personnel administration in the Town service, and make recommendations to the Mayor or the Town Council with respect thereto.
D. 
Examine all payrolls at least twice a year covering classified employees for the purpose of determining that all persons to whom payments are to be made are properly employed and have been approved and certified to the appointing officers by the Personnel Board as to eligibility.
E. 
Draft such rules, and amendments thereof, as may be necessary to carry out the provisions of this chapter and the Town Charter. Such rules shall be submitted for adoption by ordinance of the Town Council and shall, upon adoption, have the force and effect of law. In addition to Council approval and adoption, where such rule and regulation affects the control and operation of any department or administrative officer of the Town within the jurisdiction of the Mayor, it shall be necessary for the Mayor to approve such rule and regulation in order for such rule and regulation to become effective in accordance with the provisions of Sec. 4-3 of the Town Charter.
The Personnel Board shall keep and maintain records of its official proceedings, recommendations, rules and regulations. In addition, the Personnel Board shall maintain and keep adequate employment records of all employees in the classified service.
