The affairs of the permanent Police Department shall be administered by a Police Commission, the same being the members of the Town Council and the powers thereof shall be exercised during the term of office of the Town Council.
In accordance with the provisions of Sec. 11-1(4) of the Town Charter, the Police Department shall consist of the following officers and grades:
A. 
The permanent Police Department shall consist of Chief of Police, Deputy Chief of Police, Captain, Lieutenant, Sergeant and Patrolman.
B. 
Nonpermanent members of Police Department shall consist of clerk-stenographer, special police officers and receptionist/dispatcher.
C. 
Special police officers shall be those special police officers appointed by the Chief of Police as provided for in Sec. 11-2(3) of the Charter.[1]

A. 
The Chief of Police has the authority to create bureaus within any division as deemed necessary for the effective and efficient operation of the Police Department.
B. 
Within the permanent Police Department there shall be the following divisions:
(1) 
Operations and Training Division;
(2) 
Uniform Division; and
(3) 
Investigative Division.
The Chief of Police shall serve as head of the Department and shall be responsible for the preservation of the public peace; prevention of crimes; apprehension of criminals; protection of rights of persons and property; regulation of traffic; and enforcement of the laws of the state, this Code or other ordinances and the rules and regulations for governing the Police Department. The Operations and Training Division shall also consist of personnel assigned by the Chief of Police, which shall be charged with the responsibility of recruiting and training police personnel and with planning research and intelligence work for the purpose of improving the conditions and standards of the permanent Police Department and for the achievement and maintenance of accreditation standards.
The Uniform Division shall consist of the following: Patrol Bureau, Community Policing Bureau, Bureau of Professional Standards, Animal Control Bureaus, and Traffic Bureau. The bureaus shall consist of a commanding officer, with the rank of at least Captain, and such number of personnel as may be determined necessary by regulation adopted in accordance with the provisions of Sec. 11-2(2) of the Town Charter.
The Investigative Division shall consist of the following: Detective Bureau, BCI Bureau, Juvenile Bureau, Prosecution Bureau and Narcotics Bureau. The Division shall consist of a commanding officer with the rank of Major and such number of personnel as may be deemed necessary by regulation and adopted in accordance with the provisions of Sec. 11-2(2) of the Town Charter.
