Pursuant to Sec. 3-8 of the Johnston Town Charter, the position of Special Counsel to the Town Council is hereby created.
The Special Counsel shall be appointed by the Town Council President with the advice and consent of a majority of the Town Council and shall serve at the pleasure of the Town Council.
The Special Counsel shall be an attorney-at-law in good standing who has been admitted to the practice of law in this state. Residence in the Town of Johnston shall not be required of the Special Counsel.
The Special Counsel shall be compensated with a salary as provided by the Town Council by ordinance, and no fringe benefits shall be provided.
The Special Counsel shall serve as legal advisor to the Town Council, and the duties of said position shall include, but not be limited to, attendance at all Town Council meetings, rendering advice regarding the interpretation of the Town Charter and Rhode Island Open Meetings Law,[1] drafting of all legislation and otherwise advising the Town Council regarding the transacting of Town Council business.
