No person shall establish, conduct, operate or excavate any gravel bank
or gravel pit within this Town without first obtaining a permit for the same.
No person shall operate in any gravel bank or gravel pit any shovel
or other digging or excavating apparatus operated by steam, electricity or
other power without first obtaining a permit from the Town Council for permission
to use any such shovel or other digging or excavating apparatus operated by
steam, electricity or other power.
