Before any license shall be issued for the operation of buildings, such as but not limited to schools and restaurants, where substantial numbers of people congregate and which abut a parking lot designed to accommodate front-end parking of motor vehicles, the owners of said buildings shall be required to erect a barrier between the building and the parking lot. The barrier shall be of sufficient strength to stop any errant vehicle and shall be constructed to the specifications of the Town Building Official. All barriers shall be approved by the Chief of Police, the Fire Chief and the Building Official.
