All persons owning real estate within the Town abutting on any of the public streets, highways, courts or lanes of the Town and entitled to the installation of water lines in accordance with the provisions of Chapter 122 of the Public Laws of 1961 may cause to be installed, upon the approval of the Town Council, water lines in accordance with Chapter 122 and shall pay to the Town the entire cost thereof, and the Town, by vote of its Town Council, may thereupon assume and pay to the City of Providence such cost of installation.
In any case wherein the Town Council shall collect from any one owner of real estate the total charges for installation of water lines in accordance with this article, it shall thereafter be unlawful for any other person to connect or tie into such water line unless and until such person desiring to tie in or connect to such water line shall pay to the persons who have paid to the Town the cost of the original installation their proportionate share of the cost based upon the street frontage of the lot concerned.
If any person owning real estate within the Town, abutting on any of the public streets, highways, courts or lanes of the Town and entitled to the installation of water lines in accordance with the provisions of Chapter 122 of the Public Laws of 1961, shall, at their own and complete expense, cause to have installed, upon approval of the Town Council, water lines in accordance with Chapter 122 and shall pay to the City of Providence the complete cost and charges of such installation, the inspector of plumbing shall thereafter not issue to any person or persons desiring to tie in or connect on such water line or lines until such inspector of plumbing shall have been furnished with written notification from the Town Clerk that the person applying to tie in or connect to such water lines shall have paid to the person who has paid the original cost of installation of the water line or lines concerned, to the City of Providence, their proportionate share of the original cost of installation, with interest at the rate of 6% to be reckoned from the date of the original payment of the initial charges to the City of Providence by the persons causing to have been made the original installation. The proportionate share shall, as in the case of original payment by the Town, be based upon the street frontage of the lot concerned.
A. 
A sum not exceeding $50,000 is appropriated for the purpose of defraying expense of the installation of water lines and to impose an assessment for the purpose of recouping such expense.
B. 
To raise this amount, the Treasurer, with the approval of the Town Council, is authorized to borrow a sum not exceeding $50,000 pursuant to R.I.G.L. § 45-12-2; that each loan hereunder shall be repaid in equal or diminishing annual installments commencing no later than one year from its date and ending no later than 10 years from its date; that notes in anticipation of the loans authorized hereby may be issued payable within one year from their date; and that notes issued for a shorter period may be refunded from time to time by the issue of new notes provided that each issue of refunding notes shall be payable within one year from the date of the original notes being refunded.
C. 
Stipulation: that the amounts to be allowed per individual application will be  $2,500 and that the allowance from this article be allowed to private uses only and not contractors. All applications must be presented to Council for its approval.
