The purpose of this chapter is to make employees accountable for the use of Town-owned vehicles, to ensure the appropriate use and prevent abuse of said vehicles.
All Town of Lincoln vehicles must be identified by the application to the doors of said vehicles of decals depicting the Town Seal. The only exceptions to this rule will be vehicles assigned to the Town Administrator, Police Chief and Police Detective Division.
A. 
All Town-owned vehicles are to be used exclusively for Town business and driven only by employees of the Town of Lincoln who are qualified to drive said vehicles.
B. 
The only exceptions to this rule will be for emergencies.
If Town-owned vehicles are to be taken home on an inactive basis, said vehicles are not to be used for personal gain or use and will remain parked at the employee's residence until the employee is recalled to active duty.
A. 
At the beginning and end of each cycle of official usage, each vehicle is to be logged in by date, time, mileage-out and amount of fuel, if fueled, with preventative maintenance also required to be listed.
B. 
Each vehicle must be inspected by its driver at the beginning of a workday assignment, including oil, water, batteries, fuel and a walk-around inspection for any discrepancies in the exterior, including tires.
C. 
Use of daily preventative maintenance log sheets are required in triplicate form to record all of the above requirements; one copy to the driver, one to the Town highway garage office files and one to remain in the vehicle.
Any abuse of Town vehicles by Town employees will subject said employees to disciplinary action up to and including time off or dismissal.
