It shall be unlawful for any person under the age of sixteen (16) years to be upon the public streets or alleys of the town or in any public place within the town between the hours of 12:00 midnight and 5:00 a.m. unless accompanied by the parent or guardian of such person or unless such person has in his possession written permission from a parent or guardian showing why such person is upon the street, alley or in such public place.
It shall be unlawful for any parent or guardian of such person to permit such person to violate the provisions of this Article.

It shall be unlawful for any person to appear on the streets, highways, public places, public homes, private homes or any other public place to make trick or treat visitations or solicitations, provided that this section shall not apply to children twelve (12) years of age and under on Halloween night.
A special curfew of 10:00 p.m. on Halloween evening is hereby established for trick or treat visitations permitted in this Article.
