Nonmetered parking zones may be established
and designated by the Town Council and shall be clearly and appropriately
marked. Any time-limited parking zone so designated shall be in force
from 7:00 a.m. to 6:00 p.m., Monday through Saturday, and shall not
be in force on Sundays, Election Day, New Year's Day, Memorial Day,
Independence Day, Labor Day, Thanksgiving Day or Christmas Day. Any
person exceeding the parking zone limitations shall be in violation
of this chapter. Each subsequent offense on the same day and in the
same space shall constitute a separate offense and may be punished
according to the provisions of this chapter.

A.
The Town Council shall regulate the flow of vehicular
and pedestrian traffic, the parking of vehicles and the establishment
of speed limits and controls upon all parking lots, shopping areas
or other areas accommodating 50 or more vehicles as defined in § 46.2-1219,
Code of Virginia.
B.
No vehicle shall be parked on such lots, except within
designated markings or other identification on such lots and/or areas.

No person shall park a vehicle, except when
necessary to avoid conflict with other traffic or in compliance with
the directions of a police officer or traffic-control device, in any
of the following places:
A.
On a sidewalk.
B.
In front of a public or private driveway.
C.
Within an intersection.
D.
Within 15 feet of a fire hydrant.
E.
On a crosswalk.
F.
On the roadway side of any vehicle parked at the edge
or curb of a street.
G.
At any place where official signs prohibit parking.
H.
In a safety zone or fire lane.
I.
Against a yellow curb.
J.
In a handicapped space.

A.
It shall be unlawful for a vehicle not displaying disabled parking license plates, an organizational removable windshield placard, a permanent removable windshield placard or a temporary removable windshield placard issued under § 46.2-731, Code of Virginia, or DV disabled parking license plates issued under Subsection B of § 46.2-739, Code of Virginia, to be parked in a parking space reserved for persons with disabilities that limit or impair their ability to walk.
B.
Summons or parking ticket. A summons or parking ticket
for the offense may be issued by law enforcement officers and other
uniformed personnel employed by the Town to enforce parking regulations
without the necessity of a warrant's being obtained by the owner of
the private parking area.
C.
Violations and penalties. The penalty for violation
of this article shall not exceed that prescribed for a Class 3 misdemeanor,
notwithstanding any other provision of law.

Loading and unloading parking zones shall be
used only by delivery vehicles parked for that purpose.
It shall be unlawful for any person to park
any vehicle across any line or marking designating a parking space
or to park in any way that such vehicle shall not be wholly within
a parking space as designated by such lines or markings.
A.
Each police officer charged with the duty of enforcing
this chapter may place on any vehicle parked illegally under the provisions
of this chapter a notice to the owner or driver thereof that such
vehicle has been parked in violation of this chapter and instruct
such owner or driver when and where to report with reference to such
violation.
B.
Fees for violation notices shall be set by the Town
Council and shall be as follows unless and until changed by the Town
Council.[1]
