A.

B. 
Term. Each official enumerated in Subsection A shall continue in office until his or her successor has been elected and qualified.
C. 
Elections.

(1) 
Spring election. The spring elections for judicial and municipal officers shall be held on the first Tuesday in April.
(2) 
General elections. The general election prescribed in the Constitution shall be held on the Tuesday next succeeding the first Monday in November in even-numbered years.
(3) 
Nonpartisan primary. Candidates for elective Village offices shall be nominated by a nonpartisan primary conducted pursuant to s. 8.11, Wis. Stats. A candidate shall file with his/her nomination papers a declaration that he/she will qualify for the office if elected. Nomination papers shall be signed by electors as required in s. 8.10, Wis. Stats., and contain a minimum of 20 signatures. If the number of candidates for an elective Village office does not exceed two times the number to be elected to such office, no primary shall be held for such office and the names of such candidates shall be printed on the official ballot for the ensuing election.
(4) 
Registration. All electors for all elections shall be required to be registered pursuant to s. 6.27, Wis. Stats.
(5) 
Pursuant to Wis. Stats., s. 7.30(1), the Village of Cottage Grove shall allow the selection of two or more sets of officials to work at different times on election days and permit the Clerk or his/her designee to establish different working hours for different officials assigned to the same polling place. Alternate officials shall be appointed in a number sufficient to maintain adequate staffing of the polling place(s).

D. 
Ward boundaries. The Village shall consist of nine wards, the respective boundaries of which are described in Exhibit A, dated 2007, available on file in the Village Clerk’s office.

A. 
Village Administrator.
(1) 
Creation. In order to coordinate and improve the various municipal services rendered to the citizens of the Village of Cottage Grove, there is created the position of Village Administrator.
(2) 
Appointment. The Village Administrator shall be appointed by a two-thirds vote of the Village Board. Rules governing the selection of candidates for the position of Village Administrator, including qualifications, interviews and other pertinent information, shall be prepared by the Personnel Committee and approved by the Village Board.
(3) 
Terms of employment. The Village Administrator shall be employed by the Village Board subject to the terms and conditions of a written contract executed between the Village Administrator and the Village.
(4) 
Duties and responsibilities. The Village Administrator shall have all the following duties and responsibilities:
(a) 
Direct, coordinate and expedite the activities of all Village departments, except where such authority is vested by Wisconsin Statute or Municipal Code in boards, commissions or other Village officers.
(b) 
Perform the duties of Personnel Director, participating with department heads in the employment, training, and evaluation of all Village personnel; recommend salary and wage rates for employees not covered by collective bargaining agreements and direct all labor negotiations for the Village. The Village Administrator shall submit the names of qualified individuals for consideration by the Village President and Village Board for administrative positions required by statute or ordinance to be appointed.
(c) 
In conjunction with the Village President, be responsible for preparation of the annual Village budget, in accordance with such guidelines as may be provided by the Village Board, coordinating with all department heads, committees and the Village President. This budget shall be submitted to the Village Board for approval on a date set by the Village Board.

(d) 
To keep the Village President and Village Board fully advised as to the financial condition and future needs of the Village and to submit annually to the Village President and Village Board and make available to the public complete reports on the financial affairs of the Village and the status of municipal programs.

(f) 
To prepare and continually update a capital improvement program for the Village.
(g) 
To supervise and coordinate development of a comprehensive community planning program.
(h) 
To serve as the coordinator for securing state and federal grant and loan assistance for all Village programs.
(i) 
In coordination with the Village President, prepare the agenda for all meetings of the Village Board together with such supporting data as may be required. Nothing herein shall be so construed as to give the Village Administrator authority to limit or in any way prevent matters from being considered by the Village Board.
(j) 
Attend all meetings of the Village Board, assisting the Village President and the Village Board members as required in the performance of their duties; ensure detailed minutes of all such meetings and proper records of all Village Board meetings are maintained.
(k) 
Carry out all directives of the Village Board which require administrative implementation, reporting promptly to the Village President and Village Board regarding any difficulties encountered therein.
(l) 
Keep the Village President and Village Board informed about the activities of the Administrator's office, either by written report or oral briefings at regular meetings of the Village Board.
(m) 
Establish procedures to facilitate communications between citizens and the municipal government to assure that complaints, grievances, recommendations, and other matters receive prompt attention by a responsible official, and to assure that all such matters are expeditiously resolved.

(n) 
Act as Press Officer for the Village. As such, the Village Administrator shall be the principal spokesman on all matters within the Village Administrator's authority and responsibility, and shall assure that the news media are kept fully informed about the operations of the Village government.
B. 
Village Clerk.
(1) 
Appointment. The Village Clerk shall be appointed by the Village Board upon recommendation by the Village Administrator.
(2) 
Duties and responsibilities. The Village Clerk shall perform the duties in Wisconsin Statutes s. 61.25 and such other duties as prescribed by state statute or the Village Board.
C. 
The Village Board shall, upon the recommendation of the Village Administrator, appoint an individual to serve as the Statutory Treasurer for the Village and perform the duties prescribed in Wisconsin Statutes s. 61.26.

D. 
Deputy Village Clerk(s). The Village Board shall have the right to appoint a Deputy Village Clerk(s) upon recommendation by the Village Administrator to perform the duties prescribed in the Wisconsin Statutes or by the Village Board.
E. 
Deputy Village Treasurer(s). The Village Board shall have the right to appoint a Deputy Village Treasurer(s) upon recommendation by the Village Administrator to perform the duties prescribed in the Wisconsin Statutes or by the Village Board.
F. 
Weed Commissioner. The Village Board shall appoint a Weed Commissioner to carry out the duties outlined in Subsection F of the definition of "public nuisances affecting health" in § 224-2 of Chapter 224, Nuisances.

G. 
Assessor.

(1) 
Appointment. The Village Assessor shall be appointed by the Village Board.
(2) 
Duties and responsibilities. The Village Assessor shall perform the duties in accordance with Wisconsin Statutes s. 61.27 and such other duties as prescribed by state statute or the Village Board.
Elected and appointed officials shall take and file the official oath within five days after notice of their election or appointment as provided in s. 61.21, Wis. Stats., and shall execute and file the official bond as required by state statutes and this Municipal Code.
A. 
Elected officials. Elected officials may be removed by the Village Board as provided in s. 17.13(2), Wis. Stats., or by the judge of the Circuit Court for cause pursuant to s. 17.13(3), Wis. Stats., or as provided by s. 17.16, Wis. Stats.
B. 
Appointed officials. Appointed officials may be removed as provided in ss. 17.13(1), 17.13(3) and 17.16, Wis. Stats.
A. 
How occurring. Vacancies in elective and appointive positions are caused as provided in ss. 17.03 and 17.035, Wis. Stats.
B. 
How filled. Vacancies in elective and appointive offices shall be filled as provided in s. 17.24, Wis. Stats.
The salaries of all elected and appointed officials, including members of boards and commissions, shall be as determined by the Village Board from time to time, provided the salary of the President and members of the Board shall not be increased during their terms of office. (See s. 66.196, Wis. Stats.)
A. 
Restricted. No Village employee or official shall receive or offer to receive, either directly or indirectly, any gift, gratuity or other thing of value which he or she is not authorized to receive from any person who:
(1) 
Has or is seeking to obtain contractual or other business or financial relationships with the Village or Village Board; or
(2) 
Conducts operations or activities which are regulated by the Village or Village Board; or
(3) 
Has interests which may be substantially affected by the Village or Village Board.
B. 
Penalty. The receipt of any gift, gratuity or other thing of value as denoted above is contrary to the public policy of the Village and is punishable as provided in s. 946.12, Wis. Stats. Such conduct shall also be punishable under Chapter 1, General Provisions, § 1-19, of this Code.
