No construction or installation of improvements shall commence in a proposed subdivision or land division until the final plat or certified survey map has been executed by the Village Clerk as required by § 274-20 of this chapter.
No building, zoning or sanitary permits shall be issued for erection of a structure on any lot not of record until the final plat or certified survey map has been executed by the Village Clerk as required by § 274-20 of this chapter and sanitary sewers and water mains have been installed to serve the building.
Construction of the improvements shall be in accordance with standard Village specifications as a minimum. The following final plans and accompanying construction specifications, sealed by a professional engineer and approved by the Village Engineer, are required before the final plat is approved. Any required plans must be submitted at least 20 days before the final plat is submitted:
A. 
Street plans and profiles showing typical section, pavement design, existing and proposed grades, elevations and cross sections of required improvements.
B. 
Sanitary sewer plans and profiles showing the locations, grades, sizes, elevations and materials of required facilities.
C. 
Storm sewer plans and profiles showing the locations, grades, sizes, cross sections, elevations and materials of required facilities, complete with drainage study or computations. The study shall determine runoff volumes from the subdivision or land division, both prior to development and after development. The study shall follow the procedures of Chapter 13 of the Wisconsin Department of Transportation Facilities Development Manual.
D. 
Water main plans and profiles showing the locations, sizes, elevations and materials of required facilities.
E. 
Erosion and sedimentation control plans showing those structures required to retard the rate of runoff water and those grading and excavating practices that will prevent erosion and sedimentation. Such plans shall generally follow the guidelines and standards set forth in the publication "Minimizing Erosion in Urbanizing Areas," as prepared by the United States Department of Agriculture, Soil Conservation Service, 1972.
F. 
Planting Plans, including all dedicated lands, showing locations, age, caliper and species of any required grasses, vines, shrubs and trees.
G. 
Additional special plans or information, including streetlighting and streets signs, as required.
The subdivider or land divider shall cause all grading, excavations, open cuts, side slopes and other land surface disturbances to be so mulched, seeded, sodded or otherwise protected that erosion, siltation, sedimentation and washing are prevented, in accordance with the plans and specifications approved by the Village Board. In addition:
A. 
Sod shall be laid in strips at those intervals necessary to prevent erosion and at right angles to the direction of drainage.
B. 
Temporary vegetation and mulching shall be used to protect critical areas, and permanent vegetation shall be installed as soon as practical.
C. 
Construction at any given time shall be confined to the smallest practical area for the shortest practical period of time.
D. 
Sediment basins shall be installed and maintained at all drainageways to trap, remove and prevent sediment and debris from being washed outside the area being developed.
A. 
The subdivider or land divider shall make every effort to protect and retain all existing trees, shrubbery, vines and grasses not actually lying in public roadways, drainageways, building foundation sites, private driveways, soil absorption waste disposal areas, paths and trails.
B. 
Such trees are to be protected and preserved during construction in accordance with sound conservation practices, including the preservation of trees by well islands or retaining walls whenever abutting grades are altered.
The subdivider or land divider, prior to commencing any work within the subdivision or land division, shall make arrangements with the Village Board to provide for adequate Village inspection. The Village Board shall approve all completed work prior to release of sureties.
The Village Board shall accept improvements contingent upon the subdivider or land divider meeting all conditions, including approved design, installation, regulatory approvals, payment of all costs for the total project and any special provisions required by the Village for a particular project. The subdivider or land divider shall guarantee all improvements for one year from the date of Village Board approval. The Village shall accept all required improvements meeting Village Board approval after the one-year guaranty period and prior to release of sureties.
