This article shall be known as the "Green Lake County Unlawful Disposal of Garbage and Other Waste Materials Ordinance."
This article shall regulate the depositing of garbage and other waste materials generated at other than the disposal site.
As used in this article, the following terms shall have the meanings indicated:
DEPOSIT
To place, lay down or otherwise locate something.
GARBAGE
Food waste and unwanted or useless material.
REFUSE
The worthless or useless part of something.
RUBBISH
Useless waste or rejected matter.
TRASH
Something in a crumbled or broken condition or worn out and debris from pruning or processing plant material.
WASTE
A. 
Damaged, defective or superfluous material.
B. 
Refuse from places of human or animal habitation.
Any person violating any provision of this article shall, upon conviction, forfeit a minimum of $50 for a first violation and $200 for a second and subsequent violations, together with all applicable costs and/or assessments, or in default of payment of such forfeiture, costs and assessments shall be confined until such time as said forfeiture, costs and assessments are paid as directed by the court.
A. 
No person shall deposit any type of garbage, refuse, rubbish, trash or waste in, on or about any trash receptacle located on Green Lake County property, which shall include County-owned and/or -maintained highways and rights-of-way, other than that which may have accumulated during the person's immediate use of that Green Lake County property.
B. 
No person shall abandon any type of garbage, refuse, rubbish, trash, waste or other unwanted matter on any property not his/her own, public or private, without the express knowledge and consent of the owner of said property.
Persons may dispose of garbage, refuse and/or rubbish created during a visit to any Green Lake County park or similar property in any depository located at such site for that purpose only.
The Green Lake County Sheriff's Department shall enforce the provisions herein. The District Attorney shall, upon receipt of a complaint from the Sheriff's Department, institute appropriate legal proceedings against the alleged offender.
