Pierce County, WI Buildings and Roads, Numbering of

A uniform system of numbering properties and principal buildings and numbering County roadways, as shown on the maps on file in the County Planning Department, is adopted for use in the unincorporated areas of the County. The maps and all explanatory matter thereon are adopted and made a part of this chapter.

§ 115-3 Assignment and administration of numbers.

All properties or parcels of land in the unincorporated areas of the County shall hereafter be identified by reference to the uniform numbering system adopted in this chapter, provided that all existing numbers of properties and buildings not now in conformity with the provisions of this chapter shall be changed to conform to the system herein adopted within three years from the date of passage of the ordinance codified in this chapter.

All properties on the east side of north-south roads and all properties on the north side of east-west roads shall be assigned even numbers. All properties on the west side of north-south roads and all properties on the south side of east-west roads shall be assigned odd numbers. An appropriate prefix of "N" or "W" will precede the number.

Each principal building shall bear the number assigned to the frontage on which the front entrance is located. If a principal building is occupied by more than one business or family dwelling unit, each separate front entrance of such principal building shall bear a separate number.

Numerals indicating the official numbers for each principal building or each front entrance to such building shall be posted in a manner as to be visible from the road within 10 feet of the intersection of the driveway and the right-of-way line on which the property is located. The signs shall be printed in block letters at least 2 1/2 inches high and in a sign of a red background with white reflective letters, mounted so as to read horizontally, on a post a minimum of four feet and a maximum of six feet from ground level.

Each township shall be responsible for maintaining the numbering system.

The Pierce County Land Management Department shall issue no land use permit until the parcel for which the permit is intended has been approved for a driveway permit or written access approval granted by the appropriate town, County, or state agency and issued an address consistent with the Uniform Numbering System. Upon submittal of the driveway permit or access approval, Pierce County Land Management Department staff will assign, record, and issue an address number. The sign may be picked up from the Pierce County Department of Land Management Office or may be sent to the applicant via United States Postal Service. The cost of the sign shall be established by resolution of the County Board and shall be paid by the landowner at the time of application or prior to pickup or mailing.

The Pierce County Land Management Department shall keep a number assigned to the Pierce County Sheriff's Department and shall maintain uniform numbering system maps and shall issue to any property owner in an unincorporated area of a respective township a set of numerals for each principal building or separate front entrance to such building. In doing so the Land Management Department shall issue only numerals for the number assigned to such building under the provisions of this chapter; provided, however, that the Land Management Department may issue additional numerals in accord with the official numbering system whenever a property has been subdivided or vandalism or other event has destroyed the original numbers. The cost of the new sign and/or numerals shall be paid by the landowner.

§ 115-4 Assignment of road numbers.

All County and township roadways located within the County shall hereafter be identified by reference to the uniform numbering system adopted herein, provided that all existing County and township roadways shall conform to the provisions of this chapter within three years from the date of passage of this chapter.

Each County and township roadway shall bear the number assigned to that roadway.

Roadway signs shall be posted on standardized signs at uniform heights throughout each township.

Each township shall bear the cost of installing and maintaining required roadway signs.

Roadway signs shall be placed at the intersection of township and County roadways, township and state highways and major township roadways.

Roadway signs shall be printed in block letters at least 2 1/2 inches high and in a contrasting paint to the background sign.

§ 115-5 Violations and penalties.

Any person owning or occupying a principal building or parcel of land required to be numbered by this chapter who neglects or fails to obtain a proper number and display it in a manner as to be visible from the road on which the property is located shall forfeit not more than $200, along with penalty assessment and costs. Each separate day such number is not displayed shall constitute a separate offense. Any person altering, destroying, removing or otherwise rendering numbers required to be posted by this chapter unreadable from the road on which the property is located shall forfeit not more than $500 along with penalty assessment and costs.

§ 115-6 Enforcement.

Any law enforcement officer duly authorized to enforce Pierce County ordinances and the Pierce County Zoning Administrator are all authorized to issue citations for a violation(s) under this chapter.
