[HISTORY: Adopted by the Village Board of
the Village of Sauk City as Chs. 2.09, 2.12, 2.13, 2.14, 8.01 and
13.01 of the 1970 Code. Amendments noted where applicable.]
A.
Establishment; members. There is established by ordinance
a Finance Committee. Such Committee shall consist of the Village President
and two Trustees.
B.
Powers and duties. The Finance Committee shall have
those powers and duties as are specifically provided and enumerated
in this Code, including the following:
(1)
To aid the Village Administrator in the development
of the annual operating and capital improvements budget and the supervision
of the funds spent in accordance therewith.
(2)
To review all claims or demands against the Village
and approve all payments related thereto. Items requiring full Board
approval may first be reviewed by the Committee.
(3)
To serve at the direction of the Village Board on
any additional projects it may desire.
(4)
To investigate and recommend alternative sources of
income for the municipality.
(5)
To provide an approved copy of the minutes to the
Village Board as soon as practicable.
C.
Meetings. The Finance Committee shall meet the second
Tuesday of every month prior to the Village Board meeting.

A.
The President, the Village Administrator and two Trustees
to be appointed by the Village Board shall constitute the Board of
Review of this Village. The Assessor shall be present at the Board
of Review, which shall be held annually at the time and date prescribed
by Wisconsin Statutes. The Village Attorney shall be present at the
request of either the Village President, Village Administrator or
Village Assessor.
B.
Whenever the Assessor, in the performance of the Assessor's
duties, requests or obtains income and expense information pursuant
to § 70.47(7)(af), Wis. Stats., or any successor statute
thereto, then such income and expense information that is provided
to the Assessor shall be held by the Assessor on a confidential basis,
except, however, that the information may be revealed to and used
by persons in the discharge of duties imposed by law; in the discharge
of duties imposed by office (including but not limited to use by the
Assessor in performance of official duties of the Assessor's office
and use by the Board of Review in performance of its official duties);
or pursuant to order of a court. Income and expense information provided
to the Assessor under § 70.47(7)(af), unless a court determines
that it is inaccurate, is, per § 70.47(7)(af), not subject
to the right of inspection and copying under § 19.35(1),
Wis. Stats.
A.
Generally.
There is created a Village Library Board which shall be charged with
the duty of investigating the conduct and management of the Village
Library and of making recommendations to the Village Board from time
to time. Said Library Board shall consist of five members who are
residents of the Village and two members who may be residents of other
municipalities. Of the two members who may be residents of other municipalities,
one such member shall be the school district administrator or his
representative. All Library Board members shall be appointed by the
Village President, with the approval of the Village Board, and each
member's term of office shall be three years. Each three-year
term shall be staggered in such a way as to cause at least one appointment
to be made each year. Resignations may be made to and accepted by
a majority of the Village Board. Each member of said Library Board
shall remain in office until his or her successor is duly appointed.
The Librarian shall be appointed by the Library Board.

B.
Oath of office. Citizen members of the Board shall
be required to take the official oath as set forth in § 19.01,
Wis. Stats., which oath shall be filed with the Village Administrator.
C.
Budget. The Library Board and Librarian shall prepare
a proposed annual budget and submit the same to the Village Administrator
on or before October 1 of every year. The Library Board shall furthermore
make all library asset and financial information available to the
Village Auditor.
A.
Members of the Board of Health shall be appointed
by the Village President, subject to confirmation by the Village Board.
The Board of Health shall elect a Chairman, Clerk and Health Officer
as provided by § 251.03, Wis. Stats. The duties and powers
of the Board of Health and Health Officer shall be as enumerated in
Ch. 251, Wis. Stats.[1]
B.
The Health Officer together with the Board of Health
shall have the power to abate health nuisances in accordance with
§ 254.59, Wis. Stats., which is adopted by reference and
made a part of this section as if fully set forth herein.

A.
Statutory authority; joint commission formed. Pursuant
to the provisions of the Wisconsin Statutes, and especially §§ 61.34(2)
and 66.0301 thereof, the Village of Sauk City and the Village of Prairie
du Sac have formed a joint police commission, which shall be the Sauk
Prairie Police Commission.
B.
Members; appointment. Three members shall be appointed
to the Sauk Prairie Police Commission by the President of the Village
of Sauk City, subject to the confirmation by a majority of the Village
Board of said Village; one member may also be a member of the Sauk
City Village Board. Terms shall be established by the Village Board
so that one member's term expires each year. Annually, during April,
one member shall be appointed by the Village President, subject to
confirmation by the Village Board, for a term of three years. Each
Commissioner shall serve until his/her successor is appointed and
qualified. Vacancies shall be filled in the original manner for the
unexpired term. Citizen members shall take the oath required by § 19.01,
Wis. Stats., which shall be filed in the administrative offices of
the respective Villages.
C.
Meetings. As soon as all members of the first Commission
shall have been appointed, the Village Administrator or Clerk of the
respective Villages shall give each Commissioner a written notice
of the appointment, and the Village Administrator or Clerk of the
respective Villages shall agree and fix the time and place of the
first meeting, which shall not be less than five days nor more than
10 days thereafter. Notice of time and place of the first meeting
shall accompany the written notice of appointment to the Commissioners.
The Commission shall elect a Chairman, a Secretary and such other
officers as may in its judgment be necessary and shall keep a written
record of its proceedings, to include all actions taken. Each member
of the Commission shall receive such compensation as is determined
to be reasonable and just by the Commission, subject to the provision
of § 66.0501(2), Wis. Stats. The Commission shall establish
rules and regulations for the performance of its duties.
D.
Duties. The duties of the Commission shall be those
duties enumerated in the Agreement for the Operation of the Sauk Prairie
Police Commission and any amendments to that Agreement as may be authorized
by the Village Boards of Prairie du Sac and Sauk City.
E.
Regulations generally. The Commission shall be authorized
to appoint such employees as may be necessary for the effective administration,
operation and development of the police facilities of the Village
of Prairie du Sac and of the Village of Sauk City, subject, however,
to the limitation of available funds and as provided for in the Agreement
for the Operation of the Sauk Prairie Police Commission and subject
to applicable Wisconsin Statute provisions. The Village Administrator
of the respective Villages shall swear in all police officers. Prior
to the first day of October of each year, the Commission shall submit
to the Village Board of the Village of Sauk City and the Village Board
of Prairie du Sac an annual budget for the ensuing year and file the
same with the respective Village Administrator of each Village. The
official population estimates from the Department of Administration
for the previous year will be used to determine each Village's joint
department appropriation for the upcoming year which shall be included
in the budget for both Villages. The money as so appropriated shall
be deposited and expended in the account of the Sauk Prairie Police
Commission Fund as provided for in the Agreement for the Operation
of the Sauk Prairie Police Commission. The Commission shall submit
to each respective Village Board by June 1 of each year a report of
the activities of the Commission during the preceding year. Each Village
Board may from time to time also request a report as to the activities
and expenditures of the Commission.
A.
Purpose. Pursuant to the provisions of Chapter 460,
Laws of 1975, the Village of Sauk City joins with the Village of Prairie
du Sac to project, plan, construct and maintain intercepting and other
main sewers for the collection and transmission of house, industrial
and other sewerage and to project, plan, construct and operate disposal
works, and to accomplish said purposes a body corporate by the name
"Sauk City - Prairie du Sac Sewerage Commission" is recognized.
B.
Membership. The Sauk City - Prairie du Sac Sewerage
Commission shall consist of five members, two members to be appointed
by each of the governing bodies of the Villages of Sauk City and Prairie
du Sac and a fifth member to be selected by the four members so appointed.
C.
Powers and duties. The powers, duties, terms of office,
and manner of selection of members of the Sauk City - Prairie du Sac
Sewerage Commission shall be as provided in § 281.43(4),
Wis. Stats.
