All electric wiring installed in the Village shall comply with the state electrical code, Village ordinances, and the applicable rules and regulations of the Sauk City Utility Commission.
A. 
Chapters SPS 316 and SPS 361 of the Wisconsin Administrative Code, and any future amendments thereto, are hereby adopted by reference as if fully set forth herein. All groundings shall be made on the street side of the water meter, regardless of distance, and if no water meter is available, an approved ground rod will be acceptable.
B. 
Sections 101.862, 101.868, and 101.87 of the Wisconsin Statutes, and any future amendments thereto, are hereby adopted by reference as if fully set forth herein.
Except as otherwise provided in Wis. Stats. § 101.862(4), no person shall engage in the occupation or business of installing, altering, or repairing electrical wiring, fixtures, or apparatus for any purpose in the Village unless the person is licensed as an electrical contractor by the Department.
Pursuant to Wis. Stats. § 101.86(1), the Village hereby exercises jurisdiction over the inspection of electrical wiring installations in accordance with § SPS 316.011, Wis. Adm. Code. The Village shall register with the Department of Safety and Professional Services as an inspection agency.
The Village shall employ or contract with state-certified commercial electrical inspector(s) to perform electrical inspection activities and to act as Electrical Inspector for the Village. The Electrical Inspector is authorized and directed to administer and enforce all the provisions of this chapter and the respective state electrical codes adopted herein. The Electrical Inspector may appoint, as necessary, delegated agents to assist in carrying out their duties hereunder, and any delegate performing inspections must be a state-certified commercial electrical inspector. The Village shall provide the Department with the name of the designated Electrical Inspectors.
A. 
Except as otherwise provided in § SPS 316.012, Wis. Adm. Code, no electrical wiring project may commence unless the owner of the premises where the installation is to occur or their agent holds a permit from the Electrical Inspector if the project involves the installation of new or an addition to any electrical service, feeder, or branch circuit service to any of the following:
(1) 
A farm;
(2) 
A public building or structure;
(3) 
A place of employment;
(4) 
A campground;
(5) 
A public marina, pier, dock, or wharf;
(6) 
A recreational vehicle park.
B. 
The application for permit shall contain all the information required under § SPS 316.012, Wis. Adm. Code. The Electrical Inspector shall indicate on the permit the date of issuance, and the permit shall expire 12 months after the date of issuance if the installation of the electrical wiring has not commenced.
Upon the completion of any electrical wiring done under a permit issued under this chapter, it shall be the duty of the person, firm, limited-liability company, or corporation doing the same to notify the Electrical Inspector who shall, within two business days from the time of the notice, inspect such wiring or cause the same to be inspected by their authorized representative. Except as provided in § SPS 316.013(3)(c), Wis. Adm. Code, all wires that are to be concealed during construction shall be inspected before concealment. If the wiring has been done in accordance with the provisions of this chapter, the Electrical Inspector or their authorized representative making the inspection shall issue a certificate of inspection to that effect, which certificate shall contain the date of inspection and an outline of the result of such examination. Current shall not be turned on to any electrical installation until the Electrical Inspector has issued a certificate of inspection for the work.
The Electrical Inspector or their authorized agents shall have the right, during reasonable hours, to enter any public or private building for the discharge of their official duties or for the purpose of making an inspection or test of the wires, appliances, or installations contained therein.
The Electrical Inspector or their authorized agents shall have the authority to shut off all electrical current or disconnect same from any electrical system that is found to be in an unsafe condition in cases of emergency or where such electrical current is dangerous to life or property. No person shall reconnect any electrical current or system until the Electrical Inspector grants permission to do so.
Nothing in this chapter shall be construed to relieve or lessen the responsibility or liability of any person, firm, limited-liability company, or corporation owning, renting, leasing, operating, controlling, installing, altering, repairing, removing, replacing, disturbing, connecting, disconnecting or maintaining any electrical wiring, device or equipment, for damages to persons or property caused by any defect therein or therefrom, nor shall the Village be held to have assumed any responsibility or liability by reason of the issuance or revocation of any permit or certificate, or the inspection or reinspection authorized herein. The Village assumes no liability for any damages resulting from any enforcement of this chapter through stop-work orders, permit revocation, or any other enforcement action.
The terms used within this chapter shall have the definitions as set forth in § SPS 316.006, Wis. Adm. Code.
The provisions of this chapter may be enforced by stop-work orders, suspension or revocation of building permits, withholding building permits, or injunctive action. In addition, the Electrical Inspector may issue citations under § 1-13 and may impose forfeitures under § 1-12 for violations of this chapter.
If any section, clause, provision or portion of this chapter or chapters of the Wisconsin Administrative Code incorporated herein is adjudged unconstitutional or invalid by a court of competent jurisdiction, the remaining provisions of the chapter shall not be affected.
