Whenever a special meeting is required because of an application, license, permit, or other like kind of item, the cost of such special meeting shall be charged to the person or entity causing the required special meeting. The special meeting fee shall be as set by the Village Board; this fee may be changed by resolution of the Village Board without need to amend this article. The fees for the special meeting shall be paid prior to the date of the special meeting.
A.
The Village is authorized to charge an amount per page as set by the Village Board for the cost of duplicating and furnishing copies of a public record. If the form of public record does not permit copying or is not in a printed form, such as films, computer printouts or audio- and videotapes, then the actual, necessary and direct cost of copying such record shall be charged to the requester. If mailing or shipping of the records is necessary, the actual cost thereof shall also be charged.
B.
There shall be no charge for locating a record unless the actual location cost exceeds $50, in which case the actual, necessary and direct location cost shall be determined by the legal custodian and billed to the requester.
C.
The public record custodian shall estimate the cost of all applicable fees and shall require an advance cash deposit adequate to assure payment, if such estimate exceeds $5.
D.
Elected and appointed officials of the Village shall not be required to pay for public records that they may reasonably require for the proper performance of their official duties.
The Village Administrator is authorized to prepare a "Statement of Real Property Status" form which shall include information as is normally sought by interested parties when ownership of real property is transferred, such as special assessments, deferred assessments, changes in assessments, outstanding water bills, latest water bill, contemplated improvements, floodplain status, violations of building and health codes and other similar information. The fee for each "Statement of Real Property Status" shall be as set by the Village Board; this fee may be changed by resolution of the Village Board without need to amend this article.
A.
There shall be a fee as set by the Village Board ("NSF fee") for processing checks made payable to the Village that are returned by a bank or financial institution because of insufficient funds ("NSF check"); this fee may be changed by resolution of the Village Board without need to amend this article. Any person tendering an NSF check shall become liable for the payment of the original amount of the NSF check plus the NSF fee.
B.
If the NSF check was tendered to pay the sewer or water utility bill, and/or any other assessment or charge that may become a lien against real estate if unpaid, then the NSF fee, if unpaid, shall also become a lien against real estate in accordance with law.
C.
If any license or permit was granted in reliance on the NSF check, then the license or permit shall be null and void until such time as the amount of the NSF check and fee, and any additional charges imposed by the bank and incurred by the Village as a result of the NSF check, have been paid in full.
D.
At the discretion of the Village officer to whom the NSF check was tendered, said officer may provide any information or evidence to the appropriate law enforcement officials for investigation and issuance of appropriate citations.
There shall be a fee as set by the Village Board for the provision of mailing labels to any person requesting prepared mailing labels for Village residents and/or businesses. This fee may be changed by resolution of the Village Board without need to amend this article.
