It is unlawful for any person within the limits of the Village to keep what is commonly known as a "junkyard" for the keeping, storing or piling of junk, rags, old iron or other similar material, including used motor vehicles or the parts thereof, unless such person shall obtain a license so to do as provided in this chapter and has complied with all requirements of the Administrative Code of the Wisconsin Department of Natural Resources.
Any person desiring a license as set out in this chapter shall file his application in writing therefor with the Village Administrator and pay to said Administrator a license fee as set by the Village Board. All licenses shall be issued as of July 1 and shall continue in force until June 30 next succeeding the date of issuance thereof unless sooner revoked.
Each of the premises upon which the business of a junk dealer is to be carried on shall be enclosed by a proper fence or other structure not less than seven feet in height, constructed so that no dust or other material may pass through. Such structure shall be maintained in good condition at all times. No article shall be piled so as to protrude above the enclosure.
