All park, recreational and open areas used by the public within the Village shall be operated and maintained under the general supervision of the Village Board.

Use of the Chuck Hall Memorial Field shall be subject to the rules and regulations set forth in §§ 234-3 through 234-7.

A. 
Chuck Hall Memorial Field encompasses the enclosed area in Blocks 5 and 6, Steidtmann's Addition to the Village, and shall be used principally for organized recreational purposes.
B. 
The enclosed area at the tennis courts shall be used only for the game of tennis, and all persons using the courts must wear soft-soled shoes and use recognized tennis equipment.
C. 
The areas without enclosures shall be for the general leisure use of the public. Baseball, softball, golf, or any other use that may be a hazard or an inconvenience to the general public is strictly prohibited.
D. 
The Village shall have the final authority to cancel the use of Chuck Hall Memorial Field prior to or during any event because of inclement weather. The Village or its designee shall have the responsibility of policing the premises to carry out the intent of this chapter.
Nothing in this chapter shall prohibit the Village Board, at its discretion, from entering into an agreement or contract with any bona fide nonprofit group for the use of the Athletic Park facilities or any other park, recreational and open use area within the Village.

A. 
In establishing user fees for the Chuck Hall Memorial Field, the term "local" shall apply to organized athletic teams whose participants are made up chiefly of residents of the Sauk Prairie School District. The Village Board shall from time to time establish user fees for the field and other related amenities, for example the batting cages, by resolution.
B. 
The Village shall establish an additional rental fee for the use of the concession stand.
C. 
The use of the concession facilities is optional for the user renting the field. If the user does not rent the concession facilities, the Village or its designee may rent the concession facilities to others at its discretion. The fees stated above do not permit the sale of fermented malt beverages on the premises without a license.
D. 
Park user fees, including shelter rental, shall be set by the Village Board as part of the Village Fee Schedule.
A. 
The enclosed area for recreational purposes shall be divided into day and night use categories as follows:
(1) 
Day use is between the hours of 8:00 a.m. and 6:30 p.m., except that such use may be extended in the instance of "extra innings" softball or baseball games.
(2) 
Night use is between the hours of 6:30 p.m. and 11:00 p.m., except that such use may be extended in the instance of "extra innings" softball or baseball games.
(3) 
The hours of use may be changed only by a specific written agreement between the user and the Village Board.
(4) 
The concession facility may be operated only during the hours stated above, and the use exception with respect to "extra innings" games shall not apply.
B. 
If an ice rink is provided, the lighting of the same shall be during the hours of sunset to 11:00 p.m.
C. 
Where lighted tennis courts are provided, it shall be on a metered-user basis not later than 11:00 p.m.
D. 
Use of any other areas will conform to the "day" and "night" use hours noted in Subsection A of this section.
No motorized vehicle of any kind, including nonlicensed vehicles or motorized play equipment, shall use any portion of any park, recreational and open area for the use of the public within the Village, other than:
A. 
Maintenance vehicles, owned or engaged by the Village; and
B. 
Licensed vehicles using established parking lots for parking purposes only, unless such parking area is being used for another authorized purpose.
No person in a park, recreation or open use area shall:
A. 
Willfully mark, deface, disfigure, injure, tamper with, or displace or remove any building, bridges, tables, benches, fireplaces, signs, notices, or placards, whether temporary or permanent, monuments, stakes, posts, or other structures or equipment, facilities, or park property.
B. 
Throw, discharge, or otherwise place or cause to be placed in the waters of any fountain, pond, stream, or other body of water in or adjacent to any park area any substance, matter or thing, liquid or solid, which will or may result in the pollution of the waters.
C. 
Bring in or dump, deposit or leave any bottles, broken glass, ashes, paper, boxes, cans, dirt, rubbish, waste, garbage, refuse, or other trash in any park area within the Village, nor shall such refuse or trash be placed in any waters in or contiguous to any park or left anywhere on the grounds thereof, but the same shall be placed in the proper receptacles where these are provided; where receptacles are not so provided, all such refuse or waste shall be carried away from the park area by the person responsible for its presence and properly disposed of elsewhere.

Use of Sauk City Riverfront Park shall be subject to the following rules and regulations:
A. 
Regulations for the splash pad and concessions area.
(1) 
The splash pad in Sauk City Riverfront Park shall be in operation from 9:00 a.m. to 8:00 p.m. from May 15 to October 1 of each year, depending on the seasonal weather.
B. 
The Riverfront Park shall be a smoke-free and tobacco-free environment.
C. 
The remainder of the park shall be open daily to the public from 5:00 a.m. to 10:00 p.m.
D. 
It is unlawful for any person, other than Village personnel conducting Village business thereon, to occupy or be present in the park during any hours in which the park or its amenities are not open to the public.
E. 
Any person who violates this section shall be punished as provided in § 234-10 of this chapter.

Any person who violates the provisions of this chapter shall be subject to a penalty as provided in Chapter 1, § 1-12 of this Code.
