A. 
Discharging and carrying of firearms. No person except a sheriff, police officer or other law officer shall fire or discharge any firearm, rifle, spring gun, air gun, or pneumatic pellet gun of any description within the Village of Sauk City or have any firearm, rifle, spring gun, air gun, or pneumatic pellet gun in his possession or under his control unless it is unloaded and knocked down or enclosed within a carrying case or other suitable container in which the weapon is not visible.
B. 
Possession of ammunition and sale to minors. No person under the age of 16 years of age shall have in his possession any ammunition for any spring gun, air gun, or pneumatic pellet gun unless accompanied by a parent, guardian or any person 18 years of age or more or unless the person has a Department of Natural Resources certificate.
C. 
No person shall intentionally sell or give away any firearm, rifle, spring gun, air gun, or pneumatic pellet gun, or ammunition therefor, to any person under the age of 18 years of age unless accompanied by a parent or legal guardian.
D. 
No person under the age of 14 years of age shall have in his possession any firearm, rifle, or ammunition therefor, unless the juvenile has complied with and been certified with the standards set down by the Department of Natural Resources in the hunter safety course offered to juveniles 12 years old and older.

E. 
Supervised ranges and hunting within Village. This section shall not prevent the maintenance and the use of duly supervised rifle or pistol ranges authorized by the Village Board but shall be deemed to prohibit hunting within the Village, except where owners or occupants of private premises shall have been issued written permits to hunt or shoot on such premises by the Chief of Police after he shall have determined that such privileges are necessary for the protection of life and/or property and subject to such safeguards as he may impose for the safety of the lives and property of other persons within the Village.
F. 
Exceptions. This section shall not apply to authorized gun repair shops; the firing of blanks as part of a funeral service, civic ceremony or authorized parade or reenactment; or the use of air guns within a private building, provided that an adequate backstop or trap is provided.

No person shall throw or shoot any object, arrow, stone, snowball, or other missile or projectile, by hand or by any other means, at any other person or at or into any building, street, sidewalk, alley, highway, park, playground, or other public place within the Village of Sauk City. No person shall throw or shoot any arrow in a private or public place within the Village of Sauk City. This section shall not prevent the maintenance and use of duly supervised ranges authorized by the Village Board.

A. 
Definitions.
(1) 
"Fireworks" as used in this section has the same meaning as that set forth in Wis. Stats. Sec. 167.10(1).
(2) 
"Novelty fireworks" as used in this section means:
(a) 
A cap containing not more than 1/4 grain of explosive mixture.
(b) 
A "black snake" that contains no mercury.
(c) 
A sparkler on a wire or wood stick not exceeding 36 inches in length that is designed to produce audible or visible effects.
(d) 
A device designed to spray out paper confetti or streamers and which contains less than 1/4 grain of explosive mixture.
(e) 
A fuseless device that is designed to produce audible or visible effects and that contains less than 1/4 grain of explosive mixture.
(f) 
A device that is designed primarily to burn pyrotechnic smoke-producing mixtures, at a controlled rate, and that produces audible or visible effects.
(g) 
A cone fountain or a cylindrical fountain that consists of one or more tubes, provided the cone or cylindrical fountain is classified by the federal department of transportation as a Division 1.4 explosive, as defined in 49 CFR 173.50.
(h) 
A novelty device that spins or moves on the ground.
B. 
Regulation of use.
(1) 
No person shall possess or use fireworks without a user's permit issued pursuant to this section, except as provided in Wis. Stats. Sec. 167.10(3)(b). The possession or use of novelty fireworks does not require a user permit.
(2) 
No person my use fireworks or novelty fireworks while attending a fireworks display for which a permit has been issued if the display is open to the general public or if the permit holder is a public authority, fair association, amusement park, park board, or civic organization.
C. 
Regulation of sale. No person shall sell or possess with the intent to sell fireworks. This prohibition does not apply to novelty fireworks. Novelty fireworks may be offered for sale at permanent year-round business locations that are inspected annually by the fire department.
D. 
User permit. The Village President or other Village officials designated by the Village President may issue user permits after review and recommendation by the Fire Chief. User permits may not be issued to minors. The user permit shall include the following information:
(1) 
The name and address of the permit holder, and if a group, the name of each individual that is authorized to make purchases on behalf of the group;
(2) 
The date of the permitted use;
(3) 
The date on and after which fireworks may be purchased;
(4) 
The specific location within the Village where the fireworks may be possessed or used (a permit may not specify multiple locations);
(5) 
The general kind and approximate quantity of fireworks which may be purchased; and
(6) 
For any public firework display, the qualifications of the person who will possess and discharge the fireworks and the details of any precautions that the applicant will undertake to ensure the public safety and general welfare.
E. 
The official issuing the permit shall require a bond or insurance policy indemnifying the Village for any damages that may result from the possession or use of fireworks in an amount the official deems necessary. A copy of the permit and the proof of bond or insurance shall be filed by the Village official with a copy of the issued permit. A copy of the issued permit must be provided to the Fire Chief no less than two days before the date of authorized use.
F. 
Penalties.
(1) 
A person who possesses or uses fireworks in violation of this section shall be subject to a forfeiture of no less than $250 and no more than $1,000 per violation.
(2) 
A person who sells fireworks in violation of this section shall be subject to a forfeiture of no less than $500 and no more than $1,000 per violation. Each firework illegally sold may be a separate violation.
(3) 
A parent or guardian who allows a minor to possess or use fireworks (not including novelty fireworks) shall be subject to a forfeiture of no less than $250 and no more than $1,000 per violation.

It shall be unlawful to blast within the Village limits of the Village of Sauk City, unless the person or firm desirous of blasting first secures a permit from the Village Administrator and pays a permit fee as set by the Village Board and provides notice to the Chief of Police and Fire Chief of the date, time and location of such blasting.
A. 
No person shall sell, manufacture, purchase, possess, or carry a numchuk (also called a "nunchaku") or a churkin or a sucbai or similar weapon within the Village of Sauk City, except the Knights of Columbus or establishments duly authorized to provide instruction in karate, in their establishments or in ceremonies.

B. 
For the purpose of this section the following definitions shall apply:
CHURKIN
A round throwing knife consisting of several sharp points protruding from a rounded disc.
NUMCHUK or NUNCHAKU
An instrument consisting of two or more sticks, clubs, or rods connected by a rope, cord, wire or chain.
SUCBAI
A short length of wood or metal or similar material which when gripped in the hand protrudes on either side of the fist. Such prohibited instrument may or may not have spikes or short, pointed protrusions from either hand.
C. 
No person shall sell or offer for sale and no person shall purchase, carry, go armed with or shoot or use any slingshot or similar device designed to throw or propel any missile within the Village of Sauk City.
D. 
No person may sell, possess, use or transport any bomb, hand grenade, projectile, shell or other container of any kind or character into which tear gas or a similar substance is used or placed for use to cause bodily discomfort, panic, or damage to property in the Village of Sauk City.
E. 
No person shall go armed with or possess any brass knuckles, clubs, or other such items designed primarily as weapons in any public place within the Village of Sauk City.
F. 
Police officers and sheriff's officers are exempt from this section.
G. 
Law enforcement officers are to confiscate and destroy all of the above after termination of legal action.
