[HISTORY: Adopted by the Village Board of

The elected official of the Village shall be
a Village President and three Trustees elected at the spring election
in odd numbered years and three Trustees elected at the spring election
in even numbered years for two-year terms commencing on the third
Tuesday of April in the year of their election.

The following officials of the Village shall
be appointed in the manner and for the term indicated. For specific
selection procedures, see the Village Personnel Policies Manual.[1]

Within five days after the election or appointment
of any Village officer, the Village Clerk shall notify the person
so elected or appointed thereof, and every officer of the Village,
including members of Village boards and commissions, shall, before
entering upon his duties and within five days after notice of election
or appointment, take the oath of office prescribed by law and file
such oath in the office of the Village Clerk, except the Clerk, who
shall file his oath in the office of the Village Treasurer. Any person
reelected or reappointed to the same office shall take and file an
official oath for each term of service.
Every officer, if required by law or the Village Board shall, upon entering upon the duties of his office, give a bond in such amount as may be determined by the Village Board with such sureties as are approved by the Village President, conditioned upon the faithful performance of the duties of his office. Official bonds shall be filed as are oaths as provided in § 35-3 of this chapter.
All officers of the Village shall receive such
salaries as may be provided from time to time by the Village Board
by ordinance. No officer receiving a salary from the Village shall
be entitled to retain any portion of any fees collected by him for
the performance of his duties as such officer in the absence of a
specific law or ordinance to that effect.

All elected officers shall be required to be
permanent residents of the Village during their term of office. Removal
from the Village shall create a vacancy of the office for which elected.
Vacancies in elective offices shall be filled by appointment by a
majority vote of the Village Board for the remainder of the unexpired
term. Vacancies in appointive offices shall be filled in the same
manner as the original appointment for the remainder of the unexpired
term unless the term for such office is indefinite.

The Chief of Police, as a department head under
the direction of the Village Administrator, shall be responsible for
participation in and supervision of all law enforcement services and
activities as are performed by the Police Department in accordance
with Wisconsin Statutes and ordinances and policies established by
the Village Board.

The Chief, as a department head under the direction
of the Village Administrator, shall be responsible for supervising
all activities of the Fire Department including fire fighting, ambulance
and rescue service, fire inspections and training. Upon occurrence
of a vacancy in the office of Fire Chief, the ranking officer of the
Department shall perform the duties of the Chief until such vacancy
is filled.

A.
Creation. The office of the Village Administrator
is hereby created. The head of this office shall be known as the Village
Administrator. He shall have such clerical and other assistance as
may be made available by the Village Board.
B.
Appointment and conditions of employment.
(1)
The Village Administrator shall be appointed by the
Village Board after having been recommended by the Village President.
(2)
The Village Administrator's employment may be by contract
and may be terminated upon 90 days' written notice given by either
the Village Board or the Administrator.
(3)
The salary of the Village Administrator, fringe benefits
and other conditions of his employment shall be determined by the
Village Board.
C.
Duties and responsibilities.
(1)
The Village Administrator shall be the chief administrative
officer of the Village and shall be responsible for the overall supervision
of all Village offices and departments except those of Village Attorney.
The Administrator, whenever the Administrator deems necessary, may
hire, appoint, suspend, remove or terminate the employment of any
employee or appointed officer of the Village unless otherwise precluded
by law and subject to the direction of and compensation and benefits
established by the Board. In all other circumstances where the Administrator
by statute or law may not hire, appoint, suspend, remove or terminate
the employment of any appointed officer or employee, then the Administrator
may recommend action to the Village Board or other governmental body
who will take final action. The Administrator shall have the authority
to take all disciplinary action directly.

(2)
The Village Administrator shall be responsible for
the proper interpretation and efficient execution of all policies
and programs established by the Village Board and assigned to the
departments and offices under his supervision.
(3)
The Village Administrator shall be an ex officio member
of all boards, commissions and committees appointed by the Village
President or Village Board pursuant to law, with the right to participate
in all deliberations and actions by his voice, but without vote. The
Village Administrator may also make and second motions at committee
meetings if less than three Trustees are present at the meeting.[1]

The Village Treasurer shall function under the
direct supervision of the Village Administrator and shall perform
all duties of a municipal treasurer as prescribed by the Wisconsin
Statutes.
B.
Powers and duties. The Director shall be the executive
head of the Village Emergency Management Organization and shall have
direct responsibility for the organization, administration and operation
of the Organization, subject to the direction and control of the Village
Administrator and Village Board. In addition to such powers and responsibilities
as may be imposed on him from time to time by the Village Board, he
shall have the authority and it shall be his duty to:
(1)
Coordinate all activities for emergency management
within the Village.
(2)
Maintain liaison and cooperate with emergency management
agencies and organizations of other political subdivisions and of
the state and federal government.
(3)
Participate in county and state emergency management
activities upon request.
(4)
Prepare a comprehensive general plan for the emergency
management of the Village and present such plan to the Village Board
for approval.
(5)
Subject to the approval of the Village Board, enter
into mutual aid agreements with other political subdivisions and file
copies of any such agreements with the State Director of Emergency
Management.
(6)
Upon the declaration of an emergency, issue all necessary
proclamations as to the existence of such state of emergency and such
disaster warnings or alerts as shall be required in the emergency
management plan.
A.
General duties. The Health Officer, under the supervision
of the District State Health Officer, shall:
(1)
Maintain continuous sanitary supervision over his
territory.
(2)
Promote the spread of information as to the cause,
nature and prevention of prevalent diseases and the preservation and
improvement of health.
(3)
Enforce the health laws, rules and regulations of
the State Department of Health and Social Services, the state and
the Village, including the laws relating to contagious diseases contained
in Ch. 252, Wis. Stats.
(4)
Take steps necessary to secure prompt and full reports
by physicians of communicable diseases and prompt and full registration
of births and deaths.
(5)
Keep and deliver to his successor a record of all
his official acts.
(6)
Make annual reports to the State Department of Health
and Social Services and to the Village Board, and such other reports
as they may request.
B.
Materials and supplies. The Health Officer may procure
at the expense of the Village all record books, quarantine cards and
other materials needed by the Board of Health, except those furnished
by the State Department of Health and Social Services.
