GENERAL REFERENCES

A. 
Membership. The Plan Commission shall consist of the Mayor who shall be the Chairperson, one Alderperson, the City Engineer and four citizen members of recognized experience and qualifications. The citizen members shall be appointed by the Mayor, subject to confirmation by the Council, for staggered three-year terms. The Alderperson member shall be appointed by the Mayor, subject to confirmation by the Council, for a one-year term.
B. 
Powers and duties. The Plan Commission shall have the powers and duties prescribed in § 62.23, Wis. Stats., and such other powers and duties as shall be vested in the Commission, from time to time, by the Council.
A. 
Membership.
(1) 
The Board of Zoning Appeals shall consist of five members appointed by the Mayor, subject to confirmation by the Council, for staggered terms of three years.
(2) 
Two alternate members shall be appointed by the Mayor and confirmed by the Council for terms of three years and shall act only when a regular member is absent or refuses to vote because of interest.
(3) 
The Building Inspector shall attend meetings, upon request, to provide technical assistance as requested by the Board.
B. 
Officers.
(1) 
Chairperson. The Mayor shall designate the Chairperson of the Board.
(2) 
Secretary. The Clerk-Treasurer or his designee shall serve as Secretary to the Board.
C. 
Powers and duties. The Board shall have the powers and duties prescribed in § 62.23(7)(e), Wis. Stats.
A. 
Membership. The Board of Review shall consist of five citizen members, none of whom shall be officers or employees of the City, appointed by the Mayor, subject to confirmation by the Council, for staggered five-year terms. The City Assessor shall attend all meetings of the Board.
B. 
Powers and duties. The Board shall have the powers and duties prescribed in § 70.47, Wis. Stats.
A. 
Membership. The Police Committee shall consist of three members, none of whom shall be officers or employees of the City, appointed by the Mayor, subject to confirmation by the Council, for staggered three-year terms.
B. 
Powers and duties. The Police Committee shall have the power and duty to discipline the Police Chief and City police officers who are not probationary in accordance with § 62.13(5), Wis. Stats.
A. 
Membership. The Library Board shall consist of seven members who shall include the Waterloo School District Administrator or his representative; one Alderperson appointed by the Mayor, subject to confirmation by the Council, for a one-year term; and five citizen members appointed by the Mayor, subject to confirmation by the Council, for staggered three-year terms.

B. 
Powers and duties. The Library Board shall have the powers and duties prescribed in § 43.58, Wis. Stats. The Board shall consult with the Council for the purpose of coordinating library personnel policies with general City personnel policies.[1]

Membership. The Administrative Review Appeals Board shall consist of the Mayor, an Alderperson and one citizen member. The Alderperson member shall be appointed annually by the Mayor, subject to confirmation by the Council. The citizen member shall be appointed by the Mayor, subject to confirmation by the Council, for a three-year term.
B. 
Powers and duties. See Chapter 6 of this Code.
A. 
Membership. The Public Works and Property Committee shall constitute the Board of Public Works. The City Attorney and the Director of Public Works shall be ex officio members.
B. 
Powers and duties. The Board shall have the powers and duties prescribed in § 62.14, Wis. Stats., and such other powers and duties assigned by the Council.

Membership. The Waterloo Water and Light Commission shall consist of five members appointed by the Mayor, subject to confirmation by the Council, for staggered five-year terms.
B. 
Powers and duties. The Commission shall be responsible for managing the Water and Light Utility in accordance with policies established by the Council and the provisions of § 66.0805, Wis. Stats., and Chapter 340, Article I of this Code.
A. 
Membership. The Waterloo Water and Light Commission shall constitute the Waterloo Sewer Commission.
B. 
Powers and duties. The Commission shall be responsible for managing the Sewer Utility in accordance with policies established by the Council and the provisions of Chapter 340, Article II of this Code.

A. 
Membership.
(1) 
The Parks Commission shall consist of five members, all appointed by the Mayor and subject to confirmation by Council, in the following manner:
(a) 
The Waterloo School Board and the Waterloo Fire Department Board of Trustees shall each propose to the Mayor a member to serve on the Parks Commission. The Mayor may then appoint such suggested individual(s) to the Parks Commission.
(b) 
The Mayor shall appoint one Council member to a one-year term and two citizen members to the remaining positions.
(c) 
The first appointments of the four non-Council members shall be for the following terms: one for one year, one for two years and two for three years. Thereafter, the terms of non-Council members shall be for three years and until their successors are appointed and qualified. Vacancies shall be filled for the unexpired term by the Mayor, subject to Council confirmation.
B. 
Ex officio members and advisors. Representatives of the Waterloo Youth Sports Organization and the Waterloo Regional Trailhead Implementation Team are hereby appointed as ex officio members of the Parks Commission, to serve in advisory roles, without the power to vote. Such ex officio members shall not be counted for purposes of determining a quorum of the Parks Commission. The Parks Coordinator and Public Works Director shall also advise the Parks Commission and attend meetings unless excused by the Chair.
C. 
Powers and duties. The Parks Commission shall administer the operations of City parks in accordance with Chapter 273 of this Code.[1]
