When a fire is in progress, the chief engineer or his representative in command may order such buildings as are in close proximity thereto to pulled down, blown up or otherwise destroyed for the purpose of checking the conflagration.
A. 
It shall be unlawful for any owner or driver of a motor vehicle to permit the same to stop and remain at a standstill within 20 feet of any fire hydrant in the City whether located on a City street, private property or otherwise.

B. 
No person shall be permitted to open any fire hydrant or to draw water therefrom, except employees of the City or persons under their direction or with their permission. The chief engineer or officers directed by him may use hydrants for the purpose of extinguishing fires, but in all such cases shall be under the direction and supervision of the chief engineer, and in no event will an inexperienced or incompetent person be permitted to manipulate or control any hydrant, plug or other fixtures.
