A. 
Purpose. The purpose of design review for new business buildings within transitional redeveloping districts is to ensure architectural compatibility with existing residential structures in the neighborhood. Many of these residential dwellings reflect a stick or bungalow architectural style. Exterior material of these residential buildings typically includes wood clapboard, aluminum and vinyl siding, stucco, brick and stone. There are a variety of geometric window shapes. Roofs are pitched with overhanging eaves.
B. 
Design Standards. All new business buildings shall comply with the following standards:
(1) 
All building facades shall incorporate architectural enhancements including but not limited to the following:
(a) 
Use of exterior materials such as wood, aluminum and vinyl siding, stucco, brick, stone, simulated brick or stone and log.
(b) 
Windows shall offer a variety of shapes and patterns. Reflective glass, which can cause glare to traffic on Front Street and adjacent properties, is prohibited.
(c) 
Architectural shapes, textures, offsets, corners and awnings, which will give variety to a facade.
(2) 
A flat roof shall be concealed by a decorative parapet wall with at least one shape. Other roof types may include gable, gambrel, hip, mansard and salt box.
(3) 
Roof materials shall include asphalt or wood shingles, wood shakes, clay tiles, manufactured metal panels, slate or similar materials.
(4) 
Building facade colors shall be low-reflecting, earth-toned. Building trim may feature brighter complementing colors.
(5) 
A customer entrance shall be clearly defined and shall include accent lighting.
(6) 
All rooftop auxiliary structures shall be screened by a parapet wall or other permanent barrier or painted the same color as the roof.
(7) 
A buffer between the building and the alley shall be constructed in compliance with Section 24-36B(5) of the City Code.
(8) 
Signs shall emphasize design elements of the building, through the use of similar materials, shapes and colors.
This Article shall apply to the following:
A. 
The construction of all new business buildings in a transitional redeveloping zone;
B. 
Except for subsection B(4) of Section 24-51.5, these standards shall not apply to construction to an existing building used for business purposes except when an exterior architectural feature of the building will be replaced.
A. 
A building permit shall not be issued for the construction set forth in Section 24-51.6 until a plan to comply with the design standards has been approved by the planning and zoning commission or the governing body of the City of Evanston pursuant to Section 24-11 of the Code. Construction shall be conducted in compliance with the approved design standard plan which shall be incorporated into the building permit.
B. 
An application for the approval of a design standards plan shall be submitted to the City and considered by the planning and zoning commission and the governing body of the City of Evanston as provided by Article II of Chapter 24 of the City Code.
