There is hereby established a Board of Parks and Recreation, which is an advisory board to the City Administrator and to the Mayor and City Council pertaining to the development, maintenance and use of park and recreational facilities in the City.
A. 
There shall be established a Board of Parks and Recreation of the City of Hagerstown, which shall consist of seven members. The Mayor shall appoint, subject to confirmation by the City Council, seven voting members, who shall be residents, taxpayers or those who conduct business in the City of Hagerstown.
B. 
Four members shall be appointed for two years, and three members shall be appointed for one year, and thereafter, each new voting member shall serve for two years or until a successor has been duly appointed and qualified.
A. 
The Board shaft select a Chairperson, who will:
(1) 
Act as spokesperson for the Board; and
(2) 
Conduct meetings and ensure that detailed records are maintained, or designate a member of the City staff to do so.
B. 
The City Administrator shall see that staff assistance is provided for the Board, as may be required in his discretion.
The Board shall meet at least once a month or at the request of the Chairperson.
A. 
It is the responsibility of the Board of Parks and Recreation to make recommendations to the Mayor and City Council, City Administrator, Department of Public Works and Department of Recreation in reference to:
(1) 
New park planning and development.
(2) 
Park facility needs and capital improvements.
(3) 
Park maintenance.
(4) 
The operation and management of all City recreation facilities.
(5) 
City recreational programs.
B. 
The Board shall serve solely in an advisory, planning capacity and shall have the authority to make recommendations to the Mayor and City Council for its review and consideration.
