A.
Parking is prohibited in the following specific places:
(1)
When signs prohibiting parking are erected on narrow
streets, no person shall park a vehicle in any such designated place.
(2)
When signs are erected upon approaches to hazardous
or congested places, no person shall park a vehicle in any such designated
places.
(3)
No person shall park a vehicle within an alley or
upon a street or highway in such a manner or under such conditions
as to block the free movement of vehicular traffic.
(4)
No automobile or vehicle of any description shall
be parked and/or left unattended upon any street, highway, alley or
public place in the City for a continuous period longer than 48 hours.
(5)
When signs are erected or posted in each block giving
such notice, no person shall park any vehicle, either attended or
unattended, upon any street over which any scheduled parade shall
pass, notice of such scheduled parade having been given to the public
by radio announcement or through the columns of the local press at
least 12 hours in advance.
(6)
It shall be unlawful for any person to park a vehicle
for longer than the time limit shown at any time between the hours
specified of any day, unless otherwise indicated, upon any of the
streets or parts of streets contained on a list maintained by the
City Clerk.
(7)
It shall be unlawful for any person to park a vehicle
between the hours specified of any day, unless otherwise indicated,
upon any of the streets or parts of streets contained on a list maintained
by the City Clerk.
(8)
When a section of the curb along any street is colored
red by the application of paint or other material and by proper authority,
no person shall park a vehicle there at any time.
(9)
When a section of the curb along any street is designated
by signs for loading and unloading, no person shall stop, stand or
park in said designated area except for that purpose.
(10)
No person shall park a vehicle other than a motorbus
at any place established and designated as a motorbus stop or station.
(11)
No person shall park a vehicle other than a taxicab
at any place established as a taxicab stand.
(12)
Upon those streets or public parking lots which have
been marked or signed for angle parking, no person shall park a vehicle
otherwise than is indicated by such marks or signs.
(13)
No person shall stop, stand or park a vehicle, except
when necessary to avoid conflict with other traffic or in compliance
with the directions of a police officer or traffic control device,
in any of the following places:

(a)
On a sidewalk.
(b)
At a location which obstructs the entrance to
any private driveway or the entrance to any building or garage or
which prevents passage over and upon any private driveway or private
vehicle entrance connecting private property with an abutting street.
(c)
Within an intersection.
(d)
Within eight feet of a fire hydrant.
(e)
Within 20 feet of the driveway entrance to any
fire station and on the side of a street opposite the entrance to
any fire station within 75 feet of such entrance.
(14)
Within 15 feet in either direction from a bus stop
sign.
(15)
Nearer than three feet to the vehicle parked in front
of or in the rear thereof.
(16)
For the duration of an emergency, within 25 feet of
any sign or device posted by the Police Department indicating that
parking is prohibited because of an emergency, unless such sign or
device sets forth the area in which parking is prohibited because
of an emergency, then, in such cases, within the designated area.
(17)
At a location contrary to directions given by any
member of the Police Department or Fire Department to keep clear fire
lines or police lines or to facilitate the flow of traffic at or near
the scene of a fire, accident or other emergency, provided that the
prohibition of parking at such a location is made known to the person
so parking.
(18)
In front of any barricade or sign that has been placed
for the purpose of closing a street.
(19)
Within 25 feet of, in either direction from, any treadle-
or vehicle-operated control of any traffic signal on the side of the
street on which the treadle or control is located.
(20)
No person shall park a vehicle at any place on any
street posted with signs properly designating work being performed
by various City departments, including but not limited to the construction,
repair and cleaning of streets. However, where street cleaning is
to be performed, signs restricting parking must be posted by a duly
designated City employee at least 24 hours prior to the scheduled
time of cleaning.
(21)
It shall be unlawful to park or leave standing any
vehicle requiring a license plate on any public street within the
City or on any property owned or leased by the City unless said vehicle
shall have affixed or attached thereto license plates or markers displayed
conspicuously on the front and rear of said vehicle in accordance
with the provisions of the Annotated Code of Maryland or, in the case
of a nonresident, the state, county or territory where such vehicle
is registered.
(22)
A person may not park a motor vehicle in a space designated
for the handicapped unless the vehicle bears a special registration,
plate or permit.

(23)
No
person shall park a vehicle at any place on any street posted with
signs properly designating work being performed or other activity
being carried out by private individuals, so long as said signs are
properly issued by or under the supervision of a Department Head of
the City of Hagerstown, and said signs are posted at least 24 hours
prior to the scheduled time of the restricted parking.

B.
Wherever a space shall be marked off on any street
for the parking of an individual vehicle, every vehicle there parked
shall be parked within the lines bounding such space.
C.
It shall be unlawful for any person to stop a vehicle
upon any of the streets or parts of streets contained on a list maintained
by the City Clerk.
D.
It shall be unlawful for any person to stand a vehicle
upon any of the streets or parts of streets contained on a list maintained
by the City Clerk.
No person shall stand or park a vehicle in a
roadway other than parallel with the edge of the roadway, headed in
the direction of traffic and with the curbside wheels of the vehicle
within 12 inches of the edge of the roadway, except as provided:
A.
Upon those streets or public parking lots which have
been marked or signed for angle parking, vehicles shall be parked
at the angle to the curb indicated by such mark or signs.
No person shall stand or park a vehicle upon
any roadway, street or alley for the principal purpose of displaying
it for sale or washing, greasing or repairing such vehicle, including
the elevation of such vehicle on repair ramps or jacks, except repairs
necessitated by an emergency or to render the vehicle operable in
order to remove it to a service garage.

A.
Irrespective of other provisions of this chapter for penalizing illegal parking of vehicles in the following specified instances and in addition thereto, the Police Department or any enforcement officer assigned to enforce this chapter pursuant to § 60-3 (hereinafter called "enforcement officer") of the City Code is hereby authorized to tow away or have towed away by a competent person all vehicles violating parking prohibitions contained in this article.
B.
When it becomes necessary for the Police Department or any enforcement
officer to carry out the provisions of this section by moving a vehicle
illegally parked as aforesaid, it shall be the duty of the Police
Department or enforcement officer to provide storage space for such
vehicle, either in a municipal garage or impound area or in a safe
and dependable private garage or impound area, but, nevertheless,
nothing herein shall be taken or construed as obligating the Police
Department or other municipal department for damage done to or destruction
of such vehicle so stored, unless by law otherwise provided.
C.
The cost of towing and storage shall be as provided in the guidelines,
requirements and policies of the Washington County Emergency Communication
Center.
D.
Upon a determination by the Police Department or enforcement officer
of the cost of towing and storing an illegally parked vehicle, the
same shall be charged against the owner of the vehicle and shall be
added to and be made a part of any fine thereafter imposed for such
violation.
E.
Irrespective of any method for collecting fines for traffic violations
otherwise provided and in addition thereto, all towing and storage
costs imposed under this section shall constitute and be a lien against
any vehicle so found to be illegally parked, and such lien shall not
be lost, nor shall the same be considered waived, by reason of the
owner's taking possession of the vehicle before the costs are
paid.

Towing companies utilized by the Hagerstown
City Police for the towing or impounding of vehicles must meet the
guidelines, requirements and policies of the Washington County Emergency
Communications Center which are expressly adopted herein and for such
purpose.

Except for legally parked vehicles and as otherwise permitted in Chapter 216 of the Code, it shall be unlawful for any person to obstruct or attempt to reserve a public parking space located within the City right-of-way by the placement of any materials or items of personal property thereon. Any personal property placed in a public parking space in violation hereof shall be deemed abandoned and is subject to removal and disposal by the City. In addition to the removal and disposal of such property and the responsibility for payment of the associated costs therefor, any person found to be in violation of this section shall be guilty of a municipal infraction and subject to a fine of $100.
