As used in this chapter, the following terms shall have the meanings indicated:
JUNKYARD
Any yard or parcel of land upon which old metal, glass, rags, old paper, bones, rubber, parts of dismantled motor vehicles, dismantled motor vehicles or any other dismantled machinery or equipment is stored, sold, traded, parked or kept for any purpose whatsoever.

A. 
It shall be unlawful for any person to open, establish or conduct a junkyard within the City limits without obtaining a permit to do so from the Mayor and Council on or before the first day of January of each and every year.
B. 
Such permit shall be issued by the Clerk only after the instruction to do so by the Mayor and Council, and the Clerk shall charge therefor the sum of $250 per annum.

Any person or persons violating any provisions of this chapter shall be punished as provided in Chapter 1, General Provisions, Article II.
