No dirt, gravel, cement, asphalt or other street building materials shall be taken from or disturbed on any of the streets, sidewalks, alleyways or roadways within the corporate limits of Leonardtown, except with the permission of the Commissioners of Leonardtown[1] first having been obtained.

Any individual or corporation violating the provisions of this article shall, upon conviction, be subject to a fine not to exceed $1,000 or to imprisonment for a term not to exceed six months, or both.
