Township of Horsham, PA Article I Short Title and Definitions

§ 5-1 Short title.

This chapter shall be known and may be cited as the "Horsham Township Administrative Code."

§ 5-2 Definitions and word usage.

A. The following words, when used in this chapter, shall, unless the context clearly indicates otherwise, mean or indicate as follows:

ADMINISTRATIVE MANUAL

Those documents specifying operational matters of municipal units, including, but not necessarily limited to, descriptions of the duties and responsibilities of subordinate units, rules and regulations and appropriate administrative procedures, records and reports.

ADMINISTRATIVE SERVICE

All personnel in those units of the Township which are under the authority of the Manager.

CHARTER

The Home Rule Charter for Horsham Township, Pennsylvania.

CHIEF EXECUTIVE OFFICER

The Manager of Horsham Township, Pennsylvania.

COUNCIL

The Township Council of Horsham Township, Pennsylvania.

LAW

All applicable laws of the United States of America, the Commonwealth of Pennsylvania, and the Home Rule Charter of Horsham Township.

ORDINANCE

All ordinances of the Township, including this Administrative Code.

PERSON

Any individual, partnership, association or corporation.

PUBLISH

To print in a newspaper of general circulation in the Township the entire document or a brief summary thereof with a listing of places where copies have been filed and times when they are available for public inspection.

RESIDENCE

An abode in which an officer or employee resides with family.

UNIT

Any governmental entity of the Township.

B. In this chapter, the singular shall include the plural and the plural shall include the singular. The masculine pronoun "he," "him" or "his" refers to any individual regardless of sex.
