It shall be unlawful to throw, deposit, or dump any paper, trash, rubbish, ashes, junk, waste, garbage, or discarded materials of any kind including, without limitation, ice boxes, refrigerators, tires, electric or gas or other ranges, plumbing and electrical fixtures, building supplies, garbage, tree limbs, grass or other vegetation, in or on any private or public property, vacant or occupied, within the limits of said Township, or to maintain any accumulation of such materials in or on any public or private property, vacant or occupied, within said Township. No leaves, grass, weeds, hedges, or tree trimmings shall be burned within the bounds of any public highway, nor shall any fire be made which will cause damage to the highway or street paving.

Except as provided for in other regulations, no inoperative or unlicensed motor vehicle shall be parked, kept or stored on any premises, and no vehicle shall at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled. Painting of vehicles is prohibited unless conducted inside an approved spray booth. Exception: A vehicle of any type is permitted to undergo major overhaul, including body work, provided that such work is performed inside a structure or similarly enclosed area designed and approved for such purposes.

It shall be unlawful to carry on or maintain any offensive manufacture or business anywhere within Horsham Township.
It shall be unlawful to use, maintain, occupy, or own any unsafe or dangerous building, structure, or physical condition, or any part thereof, anywhere within Horsham Township.
Nothing in this chapter shall be construed to prohibit municipal dumps maintained by Horsham Township.

It shall be unlawful for all persons owning or occupying property along any public highway, road, street, avenue, lane, or alley in Horsham Township to drain or allow the flow into or upon any highway, by pipe or any other channel, whether natural or artificial, any water or drainage from sinks, bathtubs, wash stands, lavatories, water closets, swimming pools, privies or cesspools of any kind or nature whatsoever, or any other foul or offensive water or drainage of any kind, or to allow any such water or drainage to percolate into or upon said highway, road, street, avenue, lane or alley.
Any person who shall violate any of the provisions of this chapter shall, upon conviction before a District Justice, be subject to a penalty of not less than $200 nor more than $500, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment not to exceed 30 days, or both such fine and imprisonment. Each day that a violation continues may be regarded as a separate offense and punishable as such. In addition to the summary proceedings described above, the Township may also enforce provisions of this chapter in a court of equity.
