A. 
Words and phrases, when used in this article, except for sections or parts to which different or additional definitions apply, shall have the meanings ascribed to them in the Vehicle Code (the Act of June 17, 1976, P.L. 162, No. 81),[1] as amended, except that, in this article, the word "street" may be used interchangeably with the word "highway," and shall have the same meaning as the word "highway" as defined in the Vehicle Code.

The singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine.
A. 
The parking of vehicles shall be expressly prohibited on Church Road from Witmer Road to Business Center Drive and parking shall further be prohibited on the dedicated portion of Business Center Drive, known as Lot No. 294.

Nothing in this article shall be construed to apply to emergency vehicles and to maintenance vehicles displaying flashing lights or to prohibit a vehicle from stopping or being held stationary by any officer, in an emergency to avoid accident or to give a right-of-way to any vehicle or pedestrian as provided by law.

Any person who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of $50 together with all costs thereof.
