A. Any
person, firm or corporation desiring to construct public wastewater
sewer lines within the area to be connected to the wastewater sewer
system operated by Park Hills and requiring treatment by the Mineral
Belt regional wastewater treatment facility shall be required to obtain
the following:
1. An application for a construction permit along with plans and specifications
must be approved and construction permit issued before construction
begins.
2. Plans, specifications and a record plat must be submitted to the
Park Hills Wastewater Department for Park Hills' approval. Approval
from Park Hills must be obtained before construction begins.
3. Plans, specifications and a recorded plat must also be submitted
to the City's supervisor of the Department of Public Works of the
area in which the sewer lines are to be constructed for their approval.
Approval from the City must be obtained before construction begins.
4. All easements shall be obtained by, and at the expense of, the person,
firm or corporation desiring to construct a sewer main and applying
for approval.
5. After construction has been completed and approved, all easements
and the sewer mains and appurtenances shall be transferred and conveyed
to the City and all easements shall be assigned to Park Hills.
6. All work will be inspected and approved by the Park Hills Wastewater
Department Inspector before completion and acceptance of the project.
Inspection fees shall be established before the start of any project
and shall be paid before transfer of project to the City or its designee
becomes final.
7. All changes in the original approved plans and specifications for
which the construction permit was issued must be approved by the Department
of Natural Resources, Park Hills Wastewater Department and the City's
supervisor of Department of Public Works.
8. All public sewer lines constructed must meet or exceed the Park Hills
Wastewater Department specifications, which are based on the 1986
standard construction specifications for sewers established by the
Metropolitan St. Louis Sewer District.
